Introduction: It is roughly got estimated that in India the population (3crores) of persons with Mental Retardation (Intellectual and Developmental Disability, IDD) does equals to that of Australia’s population. Of which most of them are situated unattended to by any professional services living in rural areas. Mental Retardation/IDD is characterized by an age inappropriate Intellectual development that is significantly of sub average level. This condition is recently renamed as Intellectual and Developmental Disability with approximate prevalence of 2.5 to 3% in India. This amounts to near about 3 crorers and 75% of this affected population is estimated to be living in rural and semi-urban areas, consequently exposed to higher levels of Stigma, acute lack of rehabilitation facilities and poor awareness regarding this condition and related rehabilitation process. India ranks among the worst nations in the world for its child Mortality rates One more November 14 has come and gone. We have celebrated children's Day in India. But we dare not celebrate the status of the Indian child. That would again expose our hypocrisy and dual standards. Every year, on this significant day, we renew our promises to the child. We have been observing this day since 1947 with the appropriate speeches and pledges to save the country's youngest citizens. We have given them all the rights enshrined in our constitution. The right to food. The right to security. The right to education. The right to health care. But, alas, we failed to give them the right to enjoy these benefits tangibly. Abstract: The paper presents definition of slum in the national context and the problems faced by slum occupants in terms of health and hygiene, the living conditions and the social issues. Special mention is made about the scenario in Bangalore and the efforts by some activist’s and organizations towards betterment of the slum inhabitants and the areas.
 Abstract:
Children constitute 39 percent of the total population and majority of the children (72% of the total child population) are in rural parts of the country who are living in an unequal condition compared to their urban brethren. Due to ignorance, lack of facilities, and omission by the duty bearers most of the rights of the rural children are violated. In the best interest of children several meaningful and powerful statutes and systems are created, but fail to reach the poor and rural children resulting in their continued exploitation. There is an urgent need for the concerned statutory body like the District Juvenile Justice System to take note of the real condition of rural children with facts and figures and direct the concerned duty bearers to deliver expected services. If we ignore the rural children today, all the good intended programmes, projects and statutes fail our young citizens. “Life doesn’t count for much unless you’re willing to do your small part to leave our children- all of our children- a better world.
