Journeys in Social Work Education in India: Emerging Reflections comprises autobiographical narratives of 17 retired teachers about the “live [lived] history of social work education in India” (p 271). The book is edited by Murli Desai, R R Singh and Sanjai Bhatt. Set out by editors, the authors have recorded their academic contributions, administrative accomplishments, and collaborative works with state and non- state actors. Despite the claim of being a “live[d] history,” the book could not open up a nuanced discussion and a critical self-reflection on contemporary social work education and practice. It appears as a chronicle of a few urban institutions and biographies of selected teachers who provide a ringside view of social work in India and invariably extend information about the histories of various associations and the stories of their rise and fall. The review more specifically comments on the pathology of the social work discipline and its disengaged response to the sociocultural realities in India.
Social Work as an Academic Idea
Social work has been an ally of the nation state and a successor of the West’s Charity Organization Societies and Settlement House movements. Led by middle-class individuals (mostly women) in the late 19th and early 20th centuries, they were created for international and interstate urban immigrants to help them acclimate to the new sociocultural environment. A tripartite by-product of global capitalism, colonial urban governance, and intellectual expansionist movements like the Social Gospel and Protestant Liberal Internationalism, social work later infiltrated the colonial geographies. Originating from this location, professional education in social work was started in 1936 in colonial Bombay to train “personnel” to work empathically with immigrants and the urban poor. The subject discipline, concurrently, under the influence of “one nation one body” (p 213) and nationalistic heroism, routed in developing literature and remedy methods on psychosocial individualistic problems and partnering with “ongoing national policies and programmes” (p 47) in the nation- building project.

Philp (1979), argued that the handling of the bifurcated nature of academics with field practice in social work, its porous boundary, and the historical battles over gaining, maintaining, or losing of fields of activity have long been both an ambiguously embedded and challenging territory. The attempt to “rescue” it from the “theory-practice” dichotomy poses a real-time test for the authors of the book.  However, it is only able to glance at the phenomenon and inform the modus operandi of social work which revolves around the two conceptual schemes. The orientational domain constitutes a disparate set of adapted “Western” theories drawn from psychology and sociology to build knowledge on the problems of individual inadequacies and societal issues. Governed by a psychiatric deluge and increased mathematisation of the discipline, the next core aspect is to apply derivative interventional methods such as casework (especially), group work, and community organisation to solve the problems in- formed by these theories. The attention of the book remains on the latter and the bulk of the pages is dedicated to detail this. It focuses on the profound use of the “core methodology of social work” (p 35) and the usefulness of the “social case- work process” (p 75) for the micro- management of individual and family issues. Nonetheless, stories of successful demonstration of practice models based on critical theories to engage with macro issues could be an antidote to the acritical format of social work.
A Book of Undifferentiated Uniformity
The write-ups of the authors share a relative commonality in terms of the style of the content in the descriptive documentation of their journeys. Armaity Desai, K V Ramana, H M Marulasiddaiah, R R Singh, and R B S Verma, as rotational administrative heads of various departments and institutions, count their achievements in “playing a leadership role in national and international associations and contributing to policy in state and national governments” (p 1). A special emphasis is put on their policy recommendations and contributions in shaping India’s social work teaching and research directions. The accounts of Vimla Nadkarni, Asha Rane, Niranjana Gokarn, Lina Kashyap, Murli Desai, Anil S Navale, Philomena D’Souza, and Ghandi Doss concentrate on curriculum reforms and the ensuing developments that culminated in bringing innovative courses and centres of social work at the Tata Institute of Social Sciences (TISS), Nirmala Niketan, the Maharaja Sayajirao University of Baroda, Bangalore University, and the School of Social Work Roshni Nilaya. In the attempt to weave the relationship between theory and practice and a curriculum that is “discipline-specific, experiential and critical pedagogy-based” (p 233), they offer handy curricular and field practice-related recommendations.

The reflections of Hazel D’Lima, Kalindi Mazumdar, Devi Prasad, and Helen Joseph briefly provide insights into teaching–learning processes and hint at the structural challenges that social work faces. In a situation of “ideological deficit which should be an overarching concern of the profession” (p 255), the need to ask critical questions about the profession is ushered in their chapters, but this “ideological deficit” is again not deliberated upon.
 
The ‘Neutral’ Social Work
Social work distanced itself from embracing contemporary sociocultural issues as its epistemic concern. Despite more representation of female scholars, the book does not look into questions of gender and sexuality sufficiently.  It scarcely addresses the crucial context of long-sustained caste hierarchies and casteism, class marginality, and ethnic conflicts. If there are any references to these concerns, they are as interpolations in a few lines or a paragraph. Armaity Desai mentions an instance where the “biased police” (p 25) served the interest of the majority during the outbreak of the 1993 violence in Mumbai. The one “courageous” act is that of involving student volunteers to “forge communal harmony” (p 138) during those difficult times, writes Kalindi Mazumdar. Devi Prasad writes of how he “faced discrimination” (pp 243–44) along the lines of caste and geopolitical divide during his initial college days at Andhra University. This is the only reference to caste-related discriminatory practices.

As the director of TISS, Armaity Desai somehow could only offer limited institutional protection to the teachers sup- porting Medha Patekar’s Narmada Bachao Andolan. “I did not own their consciences and they were free to act on their belief” (p 23), she replied to the higher authorities when asked to address the matter. Part of the fact is that the fraternity seldom participates in protest movements, rather it prefers “symbolic participation” (p 78) to not invite any “controversy” to its comfortable academic zone. Anil S Navale, who was with the Maharaja Sayajirao University of Baroda in Gujarat, remembers that “from 1969 to 2005, [he] led and involved batches of social work students in relief, reconstruction, and rehabilitation” (p 124). Earlier in the same paragraph, he writes that “disasters and calamities, whether natural or man-made, have intermittently occurred during [his] working life” but remains silent on India’s one of the most brazen “man-made” calamities—the 2002 Gujarat pogrom!

Social work proclaims a discipline committed to promoting societal change underpinned by the principles of justice and rights challenging sociopolitical structures while utilising social science theories. However, apolitical preoccupations in social work continue to dominate both the past and the present.
 
Elitist Social Work?
The representation of authors from Mumbai-based TISS and Nirmala Niketan in the book outnumbered that of other institutions. As many as 11 contributors have closely been associated with these “epicentres of prestige.” Given this fact, one may wonder if selecting individuals and institutions misses the core principles of representation. The pedagogical and field practice discourse depends on official knowledge and the “legitimate” sources that are chosen to refer to. One is puzzled to note that in the present scenario where Muslims become “hyphenated citizens” compared to the “axiomatically natural citizens” of India (to refer to Pandey [1999]), the response of main- stream social work scholarship to their everyday dehumanisation and growing Islamophobia is nearly nil. It perceived the Muslim question as backward-going in the forward-looking nation-building project before and after India’s independence. The topical shift came late only when with experiences of discrimination, young scholars and teachers started questioning the elitist ecosystem of social work moving from being a “research subject” to becoming the researcher. Taking inspirations from the sociological and political theories, this new generation of scholars is also emphasising that caste questions are less representational and more philosophical and that this value is “not of affection but reason.” It is backed by a moral and political necessity of the “margin” to debrahmanise academic spaces, as argued by M S S Pandian (2002), if at all, modernity is a liberating societal project.

Is social work praxis possible without engaging theoretically and practically with the most social concerns of our times? The social seems redundant in this narrativisation of the social work discipline in India.
 
Clamour of Indigenisation
A preferred corner of social work scholarship is to harp on the non-contextual “Western knowledge” ill-suited for Indian theory and practice. Earlier too, people like Hans Nagpaul, P D Kulkarni, Mehr C Nanavatty, G R Banerjee, and many others voiced their worries about the non-applicability of “Western knowledge” to the Indian context. This old debate lingers in the present as well. The book proposes the need for basic research “into our own realities” (p 48), and argues that social work’s omission of the “deep-rooted local culture, language, history and life” (p 59), and the non-inclusion of “our Indian tradition” (p 204) into practice methods are allegedly ailing the very basis of philosophical orientation of social work in India. However, this Indian “context” or the Indian “tradition” is never de- constructed, and nor has it entered into the realm of theory.

The book loudly laments the professional imperialism of “the West’s knowledge, ideas and values” (p 255) and the inability of the “Western individualistic clinical model to deal with the social problems” (p 160). The appeal to discard the “Eurocentric” curriculum has been in demand for decades but with no definitive propositions. For instance, the book discusses the practice variants at length but is weak at theorising the very phenomenon of practice. The debate on the “professional status” of social work is often reduced to establishing a state- commissioned regulatory council as a panacea while pushing back crucial sociological problematics of the profession in social sciences.

The agony for context-specific literature is a genuine plea. But in the case of India, “the concern of Indianisation is rather isolationist and parochial, without rigorous practice and its documentation in the contemporary international con- text” (p 287), R R Singh rightly observes.

On a fundamental level, social work needs to contend with the binary nationalist thought of “desi and derivative” to create a research space for the “beyond” to include subaltern questions and legacies of marginal reformers and thinkers Guru (2002). The “jurists” reject the derivative and embrace desi in the guise of decoloniality to create another colony of the “core.” The politics of desi knowledge production floats without indigeneity and theory. For true epistemic decolonisation, it stands to reason that the urgent necessity for social work is to bring exclusive literature and practice models on caste and Muslim questions in a gendered manner by the marginalised.
 
Lessons to Learn
Similar attempts of this kind have been made elsewhere but the given project appears to be far from those exemplary works. The two illuminating memoirs, Character  Is  Destiny by Alice Salomon and Daughter of Persia by Sattareh Farmaian, inform us to historialise the being as lived history and ontologise life experiences of a person in the larger context. Salomon relates her journey from the Gestapo’s nastiness in Nazi Germany to becoming the founding president of the International Association of Schools of Social Work. Sattareh, the founder of Iran’ s first School of Social Work in Tehran, offers an anthology of despair and hope while negotiating the feudal regime of Pahlavi to the Islamic revolution of Khomeini. Clifford Manshardt’s Pioneering  on  Social  Frontiers  in  India and M S Gore’s Memories that Linger are autobiographical treasures in the Indian context. In Manshardt’s scheme, the Hindu–Muslim problem is a constant variable to be considered to initiate any social policy practice in India. For Gore, the social context forms the ideology and its manifestation in the action of a person as he located himself in the bigger sociocultural picture and different time- space contexts.

The authors of Journey in Social Work Education in India: Emerging Reflections do not travel from self-in-the-other to the self. The book is so neutrally naïve that it fails to probe into the landscape of societal structures and complex realities of Indian societies and cultures that would have shaped social work education, research, and practice. It seems rather that the book sees the value of an individual’s act free from sociocultural determinants and does not assume that knowledge is a social product. The authors do not reflect on these complexities as one needs freedom from the “immediate” to make sense of their historical-social-political context. The immediate of social work is trapped by caste, religion, patriarchy, region, and other intersectional variables since it is fundamentally “ahistorical, apolitical, and acritical” as bodhi s r1 would argue. A deeper engagement with the immediate would have created the possibility of more relevant social work in our given context.

ಸಾಹುಕಾರ್ ಎನ್ನುವ ಸೆಷನ್ಸ್ ಜಡ್ಜ್ ರ ಮುಂದೆ ಕೇಸ್ ನಡೆಯುತ್ತಿತ್ತು.
ಮೊಕದ್ದಮೆಯ ಮೂವರು ಡಿಫೆನ್ಸ್ ವಿಟ್ನೆಸ್ ಗಳ ಸಾಕ್ಷಿ ಹೇಳಿಕೆ ಇತ್ತು.

ವಿಟ್ನೆಸ್ ಬಾಕ್ಸ್ ನಲ್ಲಿ ನಿಂತಿದ್ದ ಮೂವರ ಪೈಕಿ ಒಬ್ಬರಿಗೆ ಸಾಕ್ಷಿ ಹೇಳಿಕೆ ನೀಡುವುದಕ್ಕೆ ಪೂರ್ವದಲ್ಲಿ ದೇವರ ಹೆಸರಲ್ಲಿ ಪ್ರಮಾಣ ಮಾಡುವಂತೆ ಕೋರ್ಟ್ ಆಫೀಸರ್ ಹೇಳಿದ. ಮೂವರಲ್ಲಿ ಮುಂದೆ ನಿಂತಿದ್ದ ತಿಮ್ಮಪ್ಪಯ್ಯ ಎನ್ನುವ ಸಾಕ್ಷಿ “ಕೋರ್ಟ್ ಆಫೀಸರ್ ಮೂಲಕ ನಾನು ಪ್ರಮಾಣ ಮಾಡುವುದಿಲ್ಲ” ಅಂದ. ಜಡ್ಜ್ ಕ್ಷಣಕಾಲ ಮುಗುಳ್ನಕ್ಕು, “ಇದು ಕೋರ್ಟ್, ತಮಾಷೆಗೆ ಅವಕಾಶವಿಲ್ಲ” ಎಂದರು.

“ನಾನು ತಮಾಷೆ ಮಾಡುತ್ತಿಲ್ಲ ಸಾರ್. ಗಂಭೀರವಾಗಿಯೇ ಹೇಳುತ್ತಿದ್ದೇನೆ” ಎಂದ.

“ಆಯಿತು ಕೋರ್ಟ್ ಆಫೀಸರ್ ಬೇಡದಿದ್ದರೆ ನಾನೇ ಮಾಡಿಸುವೆ. ಹೂ ಹೇಳಿ ನಾನು ಹೇಳಿದಂತೆ ಎಂದು, ‘I do swear in the name of god that what I shall state shall be the truth, the whole truth and nothing but the truth’ ಎಂದು ಹೇಳಿದರು. ಆಗ ಸಾಕ್ಷಿ “ನೀವು ಹೇಳಿದ ರೀತಿಯಲ್ಲಿ ಪ್ರಮಾಣ ಮಾಡಿ ಸಾಕ್ಷಿ ಹೇಳಿಕೆ ನೀಡುವ ಅಗತ್ಯವಿಲ್ಲ” ಎಂದ.
ಜಡ್ಜ್ ಸರಳ ಸ್ವಭಾವದವರಂತೆ ಕೆಂಡರು. ಕೋಪ ಪ್ರದರ್ಶಿಸಲಿಲ್ಲ. ಈ ಸಾಕ್ಷಿ ಸ್ವಲ್ಪ ಉದ್ದಟತನದವನಂತೆ ಇದ್ದಾನೆ ಎನ್ನುವಂತೆ ನೋಡಿ “ಕಾನೂನಿಗೆ ಎಲ್ಲರೂ ತಲೆ ಬಾಗಬೇಕು. ನೀನು ಕಾನೂನಿಗಿಂತ ದೊಡ್ಡವನಲ್ಲ” ಎಂದರು.

“ನಾನು ಹೇಳುತ್ತಿರುವುದೂ ಅದನ್ನೇ ಸ್ವಾಮಿ. ನ್ಯಾಯಾಧೀಶರು ಕಾನೂನಲ್ಲಿ ಇಲ್ಲದ್ದನ್ನು ಹೇಳಿ ಕಾನೂನಿನ ಹಾದಿ ತಪ್ಪಿಸಕೂಡದು” ಎಂದು ನಮ್ರವಾಗಿಯೇ ಹೇಳಿದ. ಇದ್ದಕ್ಕಿದ್ದಂತೆ ನ್ಯಾಯಾಧೀಶರ ಮುಖ ಕಪ್ಪಿಟ್ಟಿತು. ಸೃಷ್ಟಿಯಾಗಿದ್ದ ಸನ್ನಿವೇಶವನ್ನು ಸರಳವಾಗಿ ನಿಭಾಯಿಸುವ ಧಾಟಿಯಲ್ಲಿದ್ದ ನ್ಯಾಯಾಧೀಶರು ಸ್ವಲ್ಪ ಕುಪಿತಗೊಂಡಂತೆ ಕಂಡರೂ ಅದನ್ನು ಮರೆಮಾಚಿಕೊಳ್ಳುತ್ತ, “ಆಯಿತು, ನಿಮಗೆ ಕಾನೂನು ಗೊತ್ತಿದೆಯೆ? ಪ್ರಮಾಣ ಮಾಡದೆ ಸಾಕ್ಷಿ ಹೇಳುವುದು ಶಿಕ್ಷಾರ್ಹ ಅಪರಾಧ ಎನ್ನುವುದು?” ಎಂದರು.

“ಸ್ವಾಮಿ ದಯವಿಟ್ಟು ಓಥ್ಸ್ ಆಕ್ಟ್ ಅನ್ನು ಓದಿಕೊಂಡು ಬಂದು ಈ ಮಾತನ್ನು ಹೇಳಬೇಕು” ಎಂದಾಗ ಇಡೀ ಕೋರ್ಟ್ ಸ್ತಬ್ಧವಾಗಿ ಹೋಯಿತು. ನ್ಯಾಯಾಧೀಶರ ಮುಖ ಬೆವರತೊಡಗಿತು. ಮುಂದೆ ಮಾತಾಡುವ ಆತ್ಮವಿಶ್ವಾಸ ನ್ಯಾಯಾಧೀಶರಲ್ಲಿ ಉಳಿಯಲಿಲ್ಲ. ಕೇಸನ್ನು ಮಧ್ಯಾಹ್ನಕ್ಕೆ ಹಾಕಿ ಉಳಿದ ಕೇಸ್ ಗಳಿಗೂ ಬೇಗ ಬೇಗ ಡೇಟ್ ಗಳನ್ನು ಕೊಟ್ಟು ತಮ್ಮ ಚೇಂಬರ್ ಗೆ ಹೊರಟುಹೋದರು.

ಮಧ್ಯಾಹ್ನ ಮೂರು ಗಂಟೆಗೆ ತಿಮ್ಮಪ್ಪಯ್ಯ ವಿಟ್ನೆಸ್ ಬಾಕ್ಸ್ ನಲ್ಲಿ ಬಂದು ನಿಂತಾಗ ನ್ಯಾಯಾಧೀಶರು “ನೀವು ಹೇಳಿದ್ದೇ ಸರಿ. ನ್ಯಾಯಾಲಯವೂ ಕಾನೂನಿಗೆ ಹೇಗೆ ಕುರುಡಾಗಿರುತ್ತದೆ ಎನ್ನಲು ಈ ಘಟನೆಯೇ ಸಾಕ್ಷಿ. ಕಾನೂನು ತಿಳಿಯದೆ ನಿಮಗೇ ಏನೇನೊ ಅಂದು ಮನನೋಯಿಸಿದ್ದಕ್ಕೆ ನ್ಯಾಯಾಲಯದ ಪರವಾಗಿ ಕ್ಷಮೆ ಕೋರುವೆ. ನೀವು ಕಾನೂನು ಪಂಡಿತರೇ ಇರುವಂತೆ ಕಾಣುತ್ತದೆ. ಪ್ರಮಾಣ ಕಾಯ್ದೆಯಲ್ಲಿರುವ ಯಾವುದೇ ರೀತಿಯಲ್ಲಿ ನೀವು ನಿಮ್ಮ ಸಾಕ್ಷಿ ಹೇಳಿಕೆಯನ್ನು ನೀಡಬಹುದು…’’ ಎಂದಾಗ ಇಡೀ ಕೋರ್ಟ್ ಬೆಚ್ಚಿಬಿದ್ದಿತು.

ನಂತರ ಗೊತ್ತಾಯಿತು ತಿಮ್ಮಪ್ಪಯ್ಯ ನೋಡಲು ಕೃಷಿಕರಂತೆ ಕಾಣುತ್ತಿದ್ದರೂ ಕಾನೂನು ಪದವಿ ಪಾಸು ಮಾಡಿದವರಾಗಿದ್ದರು. ಆದರೆ, ವೃತ್ತಿಗೆ ಬಾರದೆ ಕೃಷಿಯಲ್ಲಿ ತೊಡಗಿದ್ದರು.

ಕೋರ್ಟ್ ಹಾಲ್ ನಿಂದ ಹೊರಬಂದ ತಿಮ್ಮಪ್ಪಯ್ಯನವರನ್ನು ಪ್ರಾಸಿಕ್ಯೂಟರ್, ಡಿಫೆನ್ಸ್ ಲಾಯರ್, ಸರ್ಕಲ್ ಇನ್ಸ್ ಪೆಕ್ಟರ್ ಎಲ್ಲ ಮುತ್ತಿಕೊಂಡರು.

ನ್ಯಾಯಾಧೀಶರಿಂದಲೇ ಕ್ಷಮೆ ಕೇಳಿಸಿಕೊಂಡ ತಿಮ್ಮಪ್ಪಯ್ಯನ ಕೈಯನ್ನು ಕುಲುಕಿ ಹಾಗೇ ಸ್ವಲ್ಪಹೊತ್ತು ಹಿಡಿದುಕೊಂಡಿದ್ದೆ. “ನಿಮ್ಮೊಂದಿಗೆ ಮಾತಾಡಬೇಕು ನಾನೂ ಲಾ ಸ್ಟುಡೆಂಟ್’’ ಎಂದೆ. ಎಲ್ಲ ಕಾಫೀಗೆ ಹೋದೆವು.

ಹೋಟೆಲ್ ನಲ್ಲಿ ತಿಮ್ಮಪ್ಪಯ್ಯ ಪ್ರಮಾಣ ಕಾಯ್ದೆ ಬಗ್ಗೆ ಒಂದು ಲೆಕ್ಚರ್ ಕೊಟ್ಟರು. ಬ್ರಿಟಿಷರು ಭಾರತವನ್ನು ತಮ್ಮ ಆಡಳಿತಕ್ಕೆ ಒಳಪಡಿಸಿದಾಗ ನಮ್ಮ ದೇಶದಲ್ಲಿ ಏಕರೀತಿಯ ನ್ಯಾಯ ವಿತರಣೆ ಇರಲಿಲ್ಲ. ವಿವಿಧ ಮತ, ಧರ್ಮ, ಪಂಥ, ಬುಡಕಟ್ಟುಗಳ ಜನ ತಮತಮಗೆ ತಿಳಿದ ರೀತಿಯಲ್ಲಿ ನ್ಯಾಯ ನಿಷ್ಕರ್ಷಿಸುತ್ತಿದ್ದರು. ಬ್ರಿಟಿಷರು ಒಂದು ಅಂಶವನ್ನು ಗಮನಿಸಿದ್ದರು: ಭಾರತೀಯರಲ್ಲಿ ದೇವರ ಭಯ ಬಹಳಷ್ಟಿದೆ, ದೇವರ ಹೆಸರಿನಲ್ಲಿ ಪ್ರಮಾಣ ಮಾಡಿಸಿದರೆ ಸತ್ಯ ಹೊರಬೀಳುತ್ತದೆ ಎಂದು.

1973 ರಲ್ಲಿ ಇಂಗ್ಲೆಂಡ್‍ನ ಪಾರ್ಲಿಮೆಂಟ್‍ನಲ್ಲಿ ಭಾರತದ ನ್ಯಾಯಾಲಯಗಳಲ್ಲಿ ಸಾಕ್ಷಿದಾರರಿಂದ ಹೇಗೆ ಪ್ರಮಾಣ ಮಾಡಿಸಬೇಕೆಂದು ದೊಡ್ಡ ಡಿಬೇಟ್ ನಡೆಯಿತು. ಪರಿಣಾಮವಾಗಿ ಓಥ್ಸ್ ಆಕ್ಟ್ 1873 ಜಾರಿಗೆ ಬಂದಿತು.

ದೇವರ ಹೆಸರಿನಲ್ಲಿ ಪ್ರಮಾಣ ಮಾಡದಿರುವುದು ಅಪರಾಧವೆಂದು ಓಥ್ಸ್ ಆಕ್ಟ್ ಹೇಳಿತು. ಆದರೆ ಸ್ವಾತಂತ್ರ್ಯ ಹೋರಾಟದೊಂದಿಗೆ ಬೆಳೆದು ಬಂದ ಕಮ್ಯುನಿಸ್ಟ್ ಚಳವಳಿಯ ನಾಯಕರು ಕೋರ್ಟ್ ಗಳಲ್ಲಿ ತಮಗೆ ದೇವರ ಮೇಲೆ ನಂಬಿಕೆಯಿಲ್ಲವೆಂದೂ ಹಾಗೆ ಪ್ರಮಾಣ ಮಾಡುವುದು ಸಾಕ್ಷಿಯ ವ್ಯಕ್ತಿತ್ವದ ಸಮಗ್ರತೆಯನ್ನೇ ಪ್ರಶ್ನಿಸಿದಂತಾಗುವುದು ಎಂದೂ ವಾದಿಸುತ್ತ ಬಂದರು. ಸ್ವಾತಂತ್ರ್ಯ ನಂತರವೂ ಇ.ಎಂ.ಎಸ್. ನಂಬೂದಿರಿಪಾದ್, ಎ.ಕೆ. ಗೋಪಾಲನ್, ಪಿ. ಸುಂದರಯ್ಯ, ತೆರಿಮಲ ನಾಗಿರೆಡ್ಡಿಯಂಥ ಮಹಾನ್ ಕಮ್ಯುನಿಸ್ಟ್ ಮುಂದಾಳುಗಳು ಕೋರ್ಟ್ ಗಳಲ್ಲಿ ಈ ಬಗ್ಗೆ ತೀವ್ರ ಆಕ್ಷೇಪಣೆ ಮಾಡುವುದರೊಂದಿಗೆ ಲಾ ಕಮೀಷನ್ ಮೇಲೆ ಒತ್ತಾಯವನ್ನೂ ತಂದರು. ಇದೆಲ್ಲದರ ಪರಿಣಾಮವಾಗಿ 1969 ರಲ್ಲಿ ಪಾರ್ಲಿಮೆಂಟ್ ನಲ್ಲಿ ಪ್ರಮಾಣ ಕಾಯ್ದೆಯ ಬಗ್ಗೆ ಚರ್ಚೆ ನಡೆದು ತಿದ್ದುಪಡಿ ತರಲಾಯಿತು.

1969ರ ಪ್ರಮಾಣ ಕಾಯ್ದೆಯ ಮೂಲ ಆ್ಯಕ್ಟ್ ನ ಅಂಶಗಳನ್ನು ಹಾಗೇ ಇರಿಸಿಕೊಂಡು ಅದಕ್ಕೆ ಹೊಸತಾಗಿ ಕೆಲ ಅಂಶಗಳನ್ನು ಸೇರಿಸಲಾಯಿತು. ಅವುಗಳ ಪೈಕಿ ಮುಖ್ಯವಾದ ಎರಡು ಅಂಶಗಳಿವೆ ಆ ಅಂಶಗಳು:
  • ದೇವರ ಹೆಸರಿನಲ್ಲಿ ಬೇಡವೆನಿಸಿದರೆ ಕೇವಲ ಸ್ವಯಂ ದೃಢೀಕರಣದಿಂದ ಹೇಳಿಕೆ ನೀಡಬಹುದು.
  • ಯಾವುದೇ ರೀತಿಯ ಪ್ರಮಾಣ ಮಾಡದೆಯೂ ಸಾಕ್ಷಿ ಹೇಳಬಹುದು.

ಈ ಹೊಸ ಪ್ರಮಾಣ ಕಾನೂನು ದೇವರ ಭಯದ ಸ್ಥಾನದಲ್ಲಿ ವ್ಯಕ್ತಿಯ ವ್ಯಕ್ತಿತ್ವದ ಸಮಗ್ರತೆ, ಘನತೆಗಳನ್ನು ತಂದುಕೊಟ್ಟಿತು. ಹಾಗೆಯೇ ಪ್ರಮಾಣ ಎನ್ನುವುದು ಸಾಕ್ಷಿಯಿಂದ ಸತ್ಯ ಹೊರಗೆಡಹುವ ಟೆಕ್ನಿಕ್ ಅಥವಾ ಟ್ರಿಕ್ ಮಾತ್ರ ಅಲ್ಲವೆಂದೂ ವ್ಯಾಖ್ಯಾನಿಸಿತು.

ಈಗಲೂ ಈ ಪ್ರಮಾಣ ಕಾಯ್ದೆಯ ಪರಿಜ್ಞಾನವಿಲ್ಲದೆಯೇ ಕೋರ್ಟ್ ಗಳಲ್ಲಿ ನಿತ್ಯ ರೂಢಿಗತ ಪ್ರಮಾಣಗಳು ಮಾಡಲ್ಪಡುತ್ತಲೇ ಇರುತ್ತವೆ.

ಮಾರನೆ ದಿನ ಪ್ರೊ. ಜನಾರ್ದನ್ ಅವರಿಗೆ ಈ ಘಟನೆಯನ್ನು ವಿವರಿಸಿದೆ. ಆಗ ಅವರು, “ಕಾನೂನಿನ ಉತ್ಕೃಷ್ಟಜ್ಞಾನ ತನಗಷ್ಟೇ ಇರುತ್ತೆ ಎನ್ನುವ ಪೂರ್ವಗ್ರಹದಿಂದ ನ್ಯಾಯಾಧೀಶರು ಕಟಕಟೆಯಲ್ಲಿ ನಿಂತವರನ್ನು ನೋಡುತ್ತಿರುತ್ತಾರೆ. ಅಂಥ ಧೋರಣೆಗೆ ಇಂಥ ಚುರುಕುಗಳು ಆಗಾಗ ಬೇಕಾಗುತ್ತವೆ. ಆ ಜಡ್ಜ್ ನಿಜವಾಗ್ಲೂ ದೊಡ್ಡ ಮನುಷ್ಯ. ಓಪನ್ ಕೋರ್ಟ್ ನಲ್ಲಿ ಪ್ರಮಾಣ ಕಾಯ್ದೆ ಬಗೆಗೆ ತಮಗಿದ್ದ ಅಜ್ಞಾನವನ್ನು ಒಪ್ಪಿಕೊಂಡರಲ್ಲ. ಇಂಥವರು ಬಹಳ ವಿರಳ” ಎಂದರು.

ನಾನು ಅದು ಹೇಗೆ ಬಿಜೆಪಿ ವಿರೋಧಿಯಾದೆನೋ ತಿಳಿಯದು. ಅದರಲ್ಲೂ ರಾಮಮಂದಿರ ನಿರ್ಮಾಣ, ಇಟ್ಟಿಗೆ ಪೂಜೆ, ಬಾಬ್ರಿ ಮಸೀದಿ ಧ್ವಂಸ ಇವೆಲ್ಲ ಸಂಗತಿಗಳು ಆ ಪಕ್ಷದ ಬಗ್ಗೆ ನನ್ನಲ್ಲಿರುವ ತಿರಸ್ಕಾರವನ್ನು ದ್ವಿಗುಣಗೊಳಿಸಿದವು. ಬಿ.ಜೆ.ಪಿ.ಯ ಟ್ರೇಡ್ ಯೂನಿಯನ್ ವಿರುದ್ಧದ ಅನೇಕ ಕ್ರಿಮಿನಲ್ ಪ್ರಕರಣದಲ್ಲಿ ನಾನು ಶ್ರಮಿಸಿದ್ದೆ. ಅದರ ನಾಯಕರೊಂದಿಗೆ ಒಳ್ಳೆಯ ಸಂಬಂಧವನ್ನೇ ಇಟ್ಟುಕೊಂಡಿದ್ದೆ. ಆದರೆ ಅವರ ಇಟ್ಟಿಗೆ ಪೂಜೆ ಮಾತ್ರ ನನ್ನಲ್ಲಿ ಹೇಸಿಗೆ ಭಾವನೆಯನ್ನು ಹುಟ್ಟಿಸಿತು. ನನ್ನಲ್ಲಿ ಇಂಥ ಭಾವನೆಗಳು ಹುಟ್ಟುವುದಕ್ಕೆ ಲಂಕೇಶರ ಚಿಂತನೆಗಳು ಮಹತ್ವದ ಪಾತ್ರ ವಹಿಸಿವೆಯೆಂದು ಹೇಳಿಕೊಳ್ಳಲು ಹೆಮ್ಮೆಯೆನಿಸುತ್ತೆ.

ನನಗೆ ತೀರಾ ಆಘಾತಕಾರಿಯಾಗಿ ಕಂಡ ವಿಷಯವೆಂದರೆ, ವಿವಾದಿತ ಸ್ಥಳದಲ್ಲಿ ರಾಮಮಂದಿರ ನಿರ್ಮಾಣಕ್ಕಾಗಿ ವಿಶ್ವ ಹಿಂದೂ ಪರಿಷತ್ ನಡೆಸಿದ ರಾಮಮಂದಿರ ನಿರ್ಮಾಣ ಚಳವಳಿಗೆ ಡಾ. ಶಿವರಾಮ ಕಾರಂತರು ಬೆಂಬಲ ನೀಡಿದ್ದು. ವಿಎಚ್‍ಪಿಯವರು ರಾಮಮಂದಿರ ನಿರ್ಮಾಣದ ಸಂಬಂಧದಲ್ಲಿ ಸಹಿ ಸಂಗ್ರಹ ಮಾಡಿದಾಗ ಕಾರಂತರು ಸಹಿ ಮಾಡಿ ಮಂದಿರ ನಿರ್ಮಾಣವನ್ನು ಬೆಂಬಲಿಸಿದರು.
ಕಾರಂತರ ಬಗ್ಗೆ ನನ್ನಲ್ಲಿ ಭಕ್ತಿಪೂರ್ವಕ ಗೌರವ ಭಾವನೆಯಿತ್ತು. ಅವರು ತಮ್ಮನ್ನು ನಾಸ್ತಿಕ ಎಂದು ಬಿಂಬಿಸಿಕೊಂಡಿದ್ದರು. ತಮ್ಮ ಸೃಜನಶೀಲ ಸಾಹಿತ್ಯ, ನೇರ ನಡೆನುಡಿಗಳಿಂದ ಓದುಗರ ಮೇಲೆ ತಮ್ಮದೇ ಆದ ವಿಶಿಷ್ಟ ಛಾಪನ್ನು ಒತ್ತಿದ್ದರು. ಅವರ ಪ್ರಭಾವಕ್ಕೊಳಗಾಗಿದ್ದ ಓದುಗರಲ್ಲಿ ನಾನೂ ಒಬ್ಬನಾಗಿದ್ದೆ.

ಕಾರಂತರು ಸಂಘ ಪರಿವಾರದ ಪ್ರಣಾಳಿಕೆಯನ್ನು ಬೆಂಬಲಿಸಿದ್ದು ನೆಚ್ಚಿನ ನಾಯಕ ನಟ ವಿಲನ್ ಪಾತ್ರದಲ್ಲಿ ಕಾಣಿಸಿಕೊಂಡಂತೆ ಭಾಸವಾಗಿತ್ತು.

ಕಾರಂತರಂತೆಯೇ ಖ್ಯಾತ ಕವಿ ಗೋಪಾಲಕೃಷ್ಣ ಅಡಿಗರೂ ಸಹ ಸಂಘ ಪರಿವಾರದ ಸಿದ್ಧಾಂತಗಳನ್ನು ತಲೆಯ ಮೇಲೆ ಹೊತ್ತುಕೊಂಡಿದ್ದನ್ನು ಈ ಸಂದರ್ಭದಲ್ಲಿ ನೆನಪಿಸಿಕೊಳ್ಳಬೇಕು. ಕಾರಂತರು ಮತ್ತು ಅಡಿಗರ ಈ ನಿಲುವುಗಳು ಅವರ ಸಾಹಿತ್ಯ ಕೃಷಿಯ ಬಂಜರು ಭಾಗಗಳಂತೆ ಕಾಣಿಸುತ್ತವೆ.

ಆದರೆ ಲಂಕೇಶ್ ಅವರು ನಿಲುವನ್ನು ದಿಟ್ಟವಾಗಿ ‘ಪತ್ರಿಕೆ’ಯಲ್ಲಿ ಬರೆದರು. ‘ಇಟ್ಟಿಗೆ ಪವಿತ್ರವಲ್ಲ, ಜೀವ ಪವಿತ್ರ’ ಎಂದು ಘೋಷಿಸಿದರು. ಸಂಘ ಪರಿವಾರದ ಕೊಳಕು ಪ್ರಣಾಳಿಕೆಯನ್ನು ಜಾಲಾಡಿ ಓದುಗರ ಮುಂದಿಟ್ಟರು. ಲಂಕೇಶರು ಇಂಥ ನಿಲುವುಗಳನ್ನು ತೆಗೆದುಕೊಳ್ಳಲು ಬೌದ್ಧಿಕ ಸರ್ಕಸ್ಸು ಮಾಡುತ್ತಿರಲಿಲ್ಲ. ಇವು ಮನಸ್ಸಿನ ಸಹಜ ಅನಿಸಿಕೆಯೆನ್ನುವಂತೆ ಅವರಿಂದ ಹೊಮ್ಮಿ ಬರುತ್ತಿದ್ದವು. ಇಂಥ ಜನಪರ ನಿಲುವುಗಳಿಂದಾಗಿ ಲಂಕೇಶರು ಭಿನ್ನರಾಗಿ ಕಾಣಿಸುತ್ತಾರೆ.

ನಾನು ಕೋರ್ಟಿನಲ್ಲಿ ಬಿಡುವು ಸಿಕ್ಕಾಗ ಸಹೋದ್ಯೋಗಿಗಳೊಂದಿಗೆ ಕಾಫಿ ಹೀರುತ್ತ ಸಂಘ ಪರಿವಾರದವರ ಇಟ್ಟಿಗೆ ಯಾತ್ರೆಯನ್ನು ಲೇವಡಿ ಮಾಡುತ್ತ ಮಜಾ ತೆಗೆದುಕೊಳ್ಳುತ್ತಿದ್ದೆ. ಸಂಘ ಪರಿವಾರದ ಕೆಲವು ಲಾಯರ್ ಗಳು ನನ್ನನ್ನು ಬ್ರಾಹ್ಮಣ ವಿರೋಧಿ ಎಂದು ಬೆನ್ನ ಹಿಂದೆ ಕಿಚಾಯಿಸಲು ಶುರುಮಾಡಿದರು. ಆದರೆ ನನಗೆ ಹೆಚ್ಚಿನ ಸಂಖ್ಯೆಯಲ್ಲಿ ಬ್ರಾಹ್ಮಣರೇ ಸ್ನೇಹಿತರಿದ್ದರು ಮತ್ತು ನನ್ನ ಹಿತೈಷಿಗಳಲ್ಲಿ ಅನೇಕ ಬ್ರಾಹ್ಮಣ ವಕೀಲರುಗಳು ಇದ್ದರು. ಸಂಘ ಪರಿವಾರವನ್ನು ವಿರೋಧಿಸಿದರೆ ಬ್ರಾಹ್ಮಣರನ್ನೇ ವಿರೋಧಿಸಿದಂತೆ ಎನ್ನುವ ವಾದ ಹೂಡುತ್ತಿದ್ದರು ಸಂಘ ಪರಿವಾರದ ಲಾಯರುಗಳು.

ಒಂದು ದಿನ ಕೋರ್ಟ್‍ಗೆ ಬಂದಾಗ ನನಗೆ ಆಘಾತಕಾರೀ ಸುದ್ದಿಯೊಂದು ತಿಳಿಯಿತು. ವಕೀಲರ ಸಂಘದ ಸಭಾಭವನದಲ್ಲಿ ಇಟ್ಟಿಗೆ ಪೂಜೆ ಹಮ್ಮಿಕೊಳ್ಳಲಾಗಿದೆ ಎಂದು ಯಾರೋ ಬಂದು ಹೇಳಿದರು. ಅಂದಿನ ಕೋರ್ಟ್ ಕೇಸ್‍ಗಳ ಬಗ್ಗೆ ಮಾಡಿಕೊಂಡು ಬಂದಿದ್ದ ತಯಾರಿಗಳೆಲ್ಲ ನನ್ನ ತಲೆಯಿಂದ ಹಾರಿಹೋಗಿಬಿಟ್ಟವು. ಸಂಘ ಪರಿವಾರದ ಲಾಯರುಗಳ ನಡವಳಿಕೆ ಅತಿಯಾಯಿತು ಎನ್ನಿಸಿತು. ಆಗ ನನ್ನ ಜ್ಯೂನಿಯರ್ ಆಗಿದ್ದರು ನಾಚಪ್ಪ. ನಂತರ ಈತ ಕೊಡಗು ಪ್ರತ್ಯೇಕವಾಗಬೇಕು ಎನ್ನುವ ಚಳವಳಿಯನ್ನು ಆರಂಭಿಸಿದರು. ನಾಚಪ್ಪನನ್ನು ಕರೆದು, ‘ಇವರು ವಕೀಲರ ಸಂಘದಲ್ಲಿ ಇಟ್ಟಿಗೆ ಪೂಜೆ ಆಗುವುದನ್ನು ತಡೆಯಬೇಕು ನಾವೆಲ್ಲ ಸೇರಿ’ ಎಂದೆ. ನಾಚಪ್ಪನದು ಹೋರಾಟದ ಪ್ರವೃತ್ತಿ. ಕೂಡಲೇ ಯುವ ವಕೀಲರ ಗುಂಪನ್ನು ಸಂಘಟಿಸಿಕೊಂಡು ಬಂದ ನಾಚಪ್ಪ ಕ್ಯಾಂಟೀನ್‍ ನಿಂದ ಒಂದು ಗಡಿಗೆ ನೀರನ್ನೂ ತಂದ. ನಾವೆಲ್ಲ ಇಟ್ಟಿಗೆ ಪೂಜೆಯ ವಿರುದ್ಧ ಘೋಷಣೆಗಳನ್ನು ಕೂಗತೊಡಗಿದೆವು. ಬಾಯಿ ಆರಿದಾಗ ಗಡಿಗೆಯಲ್ಲಿ ತಂದಿದ್ದ ನೀರನ್ನು ಕುಡಿದು ಗಂಟಲು ಸರಿಮಾಡಿಕೊಂಡು ಪುನಃ ಕೂಗುತ್ತಿದ್ದೆವು. ಒಬ್ಬ ಸನ್ಯಾಸಿಯನ್ನು ಇಟ್ಟಿಗೆ ಪೂಜೆಗಾಗಿ ಕರೆತರಲಾಗಿತ್ತು. ನಮ್ಮ ಈ ಗಲಾಟೆ ನೋಡಿದ ಆ ಸನ್ಯಾಸಿ ಅಲ್ಲಿಂದ ಓಟಕಿತ್ತ. ಅಂದು ನಾವು ಯಾವ ಕೇಸುಗಳನ್ನೂ ಅಟೆಂಡ್ ಮಾಡಲಿಲ್ಲ. ಸಂಜೆಯವರೆಗೆ ನಮ್ಮ ಪ್ರತಿಭಟನೆ. ಅದರಿಂದ ತಪ್ಪಿದ ಇಟ್ಟಿಗೆ ಪೂಜೆ, ಪಲಾಯನ ಮಾಡಿದ ಸನ್ಯಾಸಿಯ ಬಗ್ಗೆ ಹರಟೆ ಹೊಡೆದೆವು.

ವಕೀಲರ ಸಂಘದಲ್ಲಿ ಇಟ್ಟಿಗೆ ಪೂಜೆ ನಡೆಸುವ ಯೋಜನೆ ರೂಪಿಸಿದವರಾರು ಎಂದು ಕೆದಕಿದೆವು. ಎಚ್.ಎಲ್. ನರಸಿಂಹಮೂರ್ತಿ ಎನ್ನುವ ವಕೀಲರು ಅದರ ಪ್ರಾಯೋಜಕರು ಎಂದು ತಿಳಿದುಬಂದಿತು. ಈ ನರಸಿಂಹಮೂರ್ತಿಗಳು ಕೆಲವು ಬಾರಿ ವಕೀಲರ ಸಂಘದ ಅಧ್ಯಕ್ಷ ಸ್ಥಾನಕ್ಕೆ ಸ್ಪರ್ಧಿಸಿ ಸೋತಿದ್ದರು. ಹೀಗೆ ಇಟ್ಟಿಗೆ ಪೂಜೆ ಮೂಲಕ ಹಿಂದುತ್ವ ಪ್ರಜ್ಞೆಯನ್ನು ವಕೀಲರ ಮಧ್ಯೆ ಜಾಗೃತಗೊಳಿಸಿ ಅಧ್ಯಕ್ಷರಾಗಬಹುದು ಎನ್ನುವ ಉದ್ದೇಶ ಅವರದು ಎಂದು ಕೆಲವರು ಮಾತಾಡಿದರು. ಮತ್ತೆ ಕೆಲವರು ರಾಮನ ಇಟ್ಟಿಗೆಗಳು ಏನೆಲ್ಲ ಸ್ವಾರ್ಥಕ್ಕೆ ಬಳಕೆಯಾಗುತ್ತಿವೆ ನೋಡಿ ಎಂದು ಉದ್ಗಾರವೆಳೆದರು. ಕೆಲವು ಸೀನಿಯರ್ ಬ್ರಾಹ್ಮಣ ವಕೀಲರುಗಳು ನನ್ನ ಪ್ರತಿಭಟನೆಗಾಗಿ ಖಾಸಗಿಯಾಗಿ ಅಭಿನಂದಿಸಿದರು.

ಇದೆಲ್ಲ ಆಗಿ ಕೆಲವು ದಿನಗಳ ನಂತರ ನಗರಕ್ಕೆ ಸಿಪಿಐ (ಎಂ) ಕೇಂದ್ರ ಸಮಿತಿಯ ಕಾರ್ಯದರ್ಶಿಗಳಾಗಿದ್ದ ಇ.ಎಂ.ಎಸ್. ನಂಬೂದರಿಪಾದ್ ಬಂದರು. ಕಮ್ಯುನಿಸ್ಟ್ ಚಳವಳಿಯೊಂದಿಗೆ ಸಂಬಂಧವಿರಿಸಿಕೊಂಡಿದ್ದ ವಕೀಲರುಗಳಾದ ಗೋಪಾಲಗೌಡ, ಎಚ್.ಎನ್. ನಾಗಮೋಹನ್ ದಾಸ್ ಮುಂತಾದವರು ಕೋಮು ಸೌಹಾರ್ದತೆಯ ಬಗ್ಗೆ ಇ.ಎಂ.ಎಸ್. ಅವರಿಂದ ವಕೀಲರ ಸಂಘದಲ್ಲಿ ಭಾಷಣ ಕಾರ್ಯಕ್ರಮ ಏರ್ಪಡಿಸೋಣ ಎಂದರು. ಅದಕ್ಕೆ ನಾನು ಮತ್ತು ಸಮಾನ ಮನಸ್ಕ ಗೆಳೆಯರು ಓಗೊಟ್ಟೆವು.

ಇನ್ನೇನು ಇಎಂಎಸ್ ಭಾಷಣ ಆರಂಭಿಸುತ್ತಾರೆ ಎನ್ನುವಾಗ ಸಂಘ ಪರಿವಾರದ ಕೆಲವರು ವಕೀಲರು ‘ಅಂದು ನಮ್ಮ ಕಾರ್ಯಕ್ರಮಕ್ಕೆ ನೀವು ಅಡ್ಡಿಪಡಿಸಿದ್ದಿರಿ. ಇಂದು ನಾವು ಅಡ್ಡಿಪಡಿಸುತ್ತೇವೆ’ ಎಂದು ಗಲಾಟೆ ಆರಂಭಿಸಿದರು. ಈ ವಿವಾದದ ಹಿನ್ನೆಲೆ ತಿಳಿಯದಿದ್ದ ನಂಬೂದರಿಪಾದ್ ಅವರು ಏನು ಜಗಳ? ಎಂದು ಕೇಳಿದರು. ವಿಷಯ ತಿಳಿದ ಮೇಲೆ ಇಎಂಎಸ್ ಅವರು, ‘ಹಾಗಿದ್ದರೆ ನಾನು ಈ ಸಭಾಂಗಣದಲ್ಲಿ ಭಾಷಣ ಮಾಡುವುದಿಲ್ಲ. ಹೊರಗೆ ಮೈದಾನದಲ್ಲೇ ನಿಂತು ಮಾತಾಡುವೆ’ ಎಂದರು.

ವಕೀಲರ ಸಂಘದ ಕಟ್ಟಡದ ಪಕ್ಕದಲ್ಲಿದ್ದ ಜಿಲ್ಲಾಧಿಕಾರಿಗಳ ಹಳೆಯ ಕಟ್ಟಡದ ಕೆಳಭಾಗದ ಕಾರಿಡಾರ್‍ನಲ್ಲಿ ಬಿಸಿಲಿನ ಝಳದಿಂದ ತಪ್ಪಿಸಿಕೊಂಡು ಹತ್ತಾರು ಕತ್ತೆಗಳು ನಿಲ್ಲುತ್ತಿದ್ದವು. ಆ ದಿನ ನಾವೆಲ್ಲಾ ಆ ಕತ್ತೆಗಳನ್ನು ಹೊರಗೆ ದಬ್ಬಿ ಜಾಗ ಸ್ವಚ್ಛಗೊಳಿಸಿ ನಂಬೂದರಿಪಾದ್ ರವರು ಅಲ್ಲಿ ನಿಂತು ಮಾತಾಡುವಂತೆ ಏರ್ಪಾಡು ಮಾಡಿದೆವು. ನಾವೆಲ್ಲಾ ಬಿಸಿಲಿನಲ್ಲೇ ನಿಂತು ಅವರ ಭಾಷಣ ಕೇಳಿದೆವು. ಸಭಾಂಗಣದಲ್ಲಾಗಿದ್ದರೆ ಕೇವಲ ವಕೀಲರುಗಳು ಮಾತ್ರ ಭಾಷಣ ಕೇಳುತ್ತಿದ್ದರು. ಜಿಲ್ಲಾಧಿಕಾರಿಗಳ ಕಟ್ಟಡದ ಹೊರಗಿನ ಸ್ಥಳದಲ್ಲಿ ಭಾಷಣ ಕಾರ್ಯಕ್ರಮ ನಡೆದದ್ದರಿಂದ ರಸ್ತೆಯಲ್ಲಿ ಹೋಗುತ್ತಿದ್ದ ಸಾರ್ವಜನಿಕರೂ, ಕೇಸುಗಳಿಗಾಗಿ ಬಂದಿದ್ದ ಕಕ್ಷಿದಾರರೂ ಇಎಂಎಸ್ ಅವರ ಭಾಷಣ ಕೇಳಿದರು. ಆ ಕಾರ್ಯಕ್ರಮ ಅದ್ಭುತವಾಗಿ ಯಶಸ್ವಿಯಾಯಿತು.

ನಮ್ಮ ಕೆಲವು ಯುವ ಲಾಯರ್‍ಗಳು ಸಂಘ ಪರಿವಾರದ ಲಾಯರ್‍ ಗಳಿಗೆ ಇಎಂಎಸ್ ನಂಬೂದರಿಪಾದ್ ಬ್ರಾಹ್ಮಣ ಎನ್ನುವುದು ನಿಮಗೆ ಗೊತ್ತಾ ಎಂದು ಕಿಚಾಯಿಸಿದರು.

ಆ ವಕೀಲರ ಸಂಘಕ್ಕೆ ಎ.ಎನ್. ಜಯರಾಮ್ ಅಧ್ಯಕ್ಷರಾಗಿದ್ದರು. ಈಗ ಇವರು ಅಡ್ವೊಕೇಟ್ ಜನರಲ್ ಆಗಿದ್ದಾರೆ. ಡಿ.ಎಲ್. ಜಗದೀಶ್ ಸೆಕ್ರೆಟರಿಯಾಗಿದ್ದರು. ಈಗ ಇವರು ಎಂಎಲ್‍ಸಿ ಆಗಿದ್ದಾರೆ.

ಇಎಂಎಸ್ ಅಂದಿನ ತಮ್ಮ ಭಾಷಣದಲ್ಲಿ ಇಟ್ಟಿಗೆ ಪೂಜೆ ಹೇಗೆ ದೇಶದ್ರೋಹಿ, ಸಮಾಜದ್ರೋಹಿ ಕೆಲಸವಾಗುತ್ತದೆಂದು ಒಂದೂವರೆ ಗಂಟೆ ಕಾಲ ಸವಿಸ್ತಾರವಾಗಿ ವಿವರಿಸಿದರು.

2021ರ ಪ್ರತಿಷ್ಠಿತ ಗಾಂಧಿ ಶಾಂತಿ ಪ್ರಶಸ್ತಿಗೆ ಭಾಜನವಾಗಿರುವ ಉತ್ತರಪ್ರದೇಶದ ಗೋರಕ್‍ ಪುರದ ಗೀತಾ ಪ್ರೆಸ್, ಪ್ರಶಸ್ತಿಯ ಭಾಗವಾಗಿರುವ ರೂ. 1 ಕೋಟಿ ನಗದನ್ನು ಸ್ವೀಕರಿಸಲು ನಿರಾಕರಿಸಿದೆ.

ಗೋರಕ್ ಪುರದಲ್ಲಿ ಸೋಮವಾರ ಪತ್ರಕರ್ತರೊಂದಿಗೆ ಮಾತನಾಡಿದ ಗೀತಾ ಪ್ರೆಸ್ ನ ವ್ಯವಸ್ಥಾಪಕ ಡಾ. ಲಾಲ್ ಮಣಿ ತಿವಾರಿ ಅವರು. ‘ಗೀತಾ ಪ್ರೆಸ್ ತನಗೆ ನೀಡಿದ ಯಾವುದೇ ಗೌರವ ಅಥವಾ ಯಾವುದೇ ದೇಣಿಗೆಯನ್ನು ಸ್ವೀಕರಿಸಿಲ್ಲ. ಅಂತೆಯೇ ರೂ. 1 ಕೋಟಿ ಮೊತ್ತವು ‘ದೇಣಿಗೆ’ ಆಗಿರುವುದರಿಂದ ಹಣವನ್ನು ಸ್ವೀಕರಿಸಲಾಗದು. ಆದರೆ, ನಗದು ಹೊರತು ಪಡಿಸಿ ಗೀತಾ ಪ್ರೆಸ್ ನ ಟ್ರಸ್ಟಿಗಳು ಗಾಂಧಿ ಶಾಂತಿ ಪ್ರಶಸ್ತಿಯನ್ನು ಮಾತ್ರ ಸ್ವೀಕರಿಸಲು ನಿರ್ಧರಿಸಿದ್ದಾರೆ’ ಎಂದು ತಿಳಿಸಿದ್ದಾರೆ.

‘ನಾವು ಗೌರವವನ್ನು ಸ್ವೀಕರಿಸುತ್ತೇವೆ. ಆದರೆ, ನಗದು ಪ್ರಶಸ್ತಿಯನ್ನಲ್ಲ’ ಎಂದು ತಿವಾರಿ ಪುನರುಚ್ಚರಿಸಿದ್ದಾರೆ.

It is our pleasure to state that the National Annual Conference of the Indian Society of Professional Social Work will be held on the 23rd, 24th, and 25th of February 2023. The Conference is being hosted by the Department of Studies and Research in Social Work, Tumkur University, Tumakuru. The theme of the Conference is "Social Work in Education". The related subtopics include Social Work and NEP-2020, School Social work, Parent Counseling, Social work with students having learning disabilities, Counseling and guidance in education, etc. We expect around 1000 delegates from national and international student bodies, academics, practitioners, researchers, and NGO staff participating in the Conference.
The Conference aims to provide a social work dimension to the progress made by various governments in realizing the NEP-2020 aspirations including SDG’s in the country. In addition to this, the conference will also focus on quality social work application in relation to education and eventually incorporate a discussion on the global standards of Social Work in Education.   

This Conference also hopes to create a platform for social work so as to reflect on the progress made so far in the field. In the meanwhile, the Conference simultaneously focuses on the barriers to the desired educational progress faced by various educational institutions. Ultimately, the Conference proposes to foreground the importance of good social work in education in pursuit of a social order that ensures the well-being of all.

ಇನ್ನು ಆಧ್ಯಾತ್ಮ. ಪರಮೋಚ್ಛ ಸ್ಥಾಯಿಯಲ್ಲಿ ನಮ್ಮ ತನು, ಮನ, ಆತ್ಮ, ಅಹಂ, ಭಕ್ತಿ, ಬದ್ಧತೆ, ಮೌಲ್ಯಗಳು, ಧ್ಯಾನ, ಇವೆಲ್ಲದರ ಅರಿವು ನಮ್ಮಲ್ಲಿ ಉಂಟಾಗಿ ನಮಗೆ ಬೇಕೆನ್ನಿಸಿದ ದಿಕ್ಕಿನಲ್ಲಿ ಸಕಾರಾತ್ಮಕವಾಗಿ ಬದಲಿಸುವ ಶಕ್ತಿ ದೊರೆಯುತ್ತದೆ. ಇದನ್ನೆಲ್ಲ ಆಧ್ಯಾತ್ಮಿಕವಾಗಿ ಕಲಿಯಬೇಕು, ಬೆಳೆಯಬೇಕು.
ಆದರೆ ನಾನು ಪೂರ್ಣವಾಗಿ ಈ ವಿಚಾರಗಳ ಬಗ್ಗೆಯೇ ಹೇಳುತ್ತಿಲ್ಲ. ಹೇಳುವಷ್ಟು ದೊಡ್ಡವನೂ ನಾನಲ್ಲ. ನಾನೊಬ್ಬ ಸಹೃದಯ ಮಾನವನಾಗಿ... ಅಂದ್ರೆ ಎಲ್ಲರಲ್ಲಿಯೂ ಜೀವಿಸುವಂತಹ, ಹೊಂದಿಕೊಳ್ಳುವಂತಹ, ಒಬ್ಬ ವಿನಯಶೀಲ ಮಾನವ, ಆನಂದವನ್ನು ಗಳಿಸುವುದರಲ್ಲಿಯೂ, ಪಡೆಯುವುದರಲ್ಲಿಯೂ, ಕೊಡುವುದರಲ್ಲಿಯೂ, ಹೇಗೆ ನಮ್ಮ ಈ ಕೌಶಲ್ಯವನ್ನು ವೃದ್ಧಿ ಪಡಿಸಿಕೊಳ್ಳಬೇಕು ಎಂಬ ಕಲೆಯನ್ನು ರವಷ್ಟಾದರೂ... ಅಂದ್ರೆ ರವೆಯ ಒಂದು ತುಣಕನ್ನಷ್ಟನ್ನಾದರೂ... ನಿಮಗೆ ಪರಿಚಯ ಮಾಡಲೆಂದೇ ಬರೆದಿರುವಂತ ಪುಸ್ತಕ ಇದು - ಬದುಕಿನಾನಂದ ಕಲೆ.

ಕಳೆದ ಎಂಟು ದಶಕಗಳಲ್ಲಿ ಸಮಾಜಕಾರ್ಯ ಶಿಕ್ಷಣವು ಹುಲಸಾಗಿ ಬೆಳೆದು ಬಂದಿದೆ. ಎಂಬತ್ತರ ದಶಕದಲ್ಲಿ ಬೆರಳೆಣಿಕೆಯಷ್ಟು ಇದ್ದ ಸಮಾಜಕಾರ್ಯ ಶಿಕ್ಷಣದ ಸಂಸ್ಥೆಗಳು ಇಂದು ಸಾವಿರದ ಅಂಕಿಮೀರಿ ಬೆಳೆದಿವೆ. ವೃತ್ತಿನಿರತ ಸಮಾಜಕಾರ್ಯಕರ್ತರಿಗೆ ಹೊಸ ಹೊಸ ಕ್ಷೇತ್ರಗಳು ಸ್ವೀಕರಿಸುತ್ತಿವೆ. ವೃತ್ತಿಪರ ಸಮಾಜಕಾರ್ಯದ ಸೇವೆಯನ್ನು ಜನರು, ಸಮುದಾಯಗಳು ಗುರುತಿಸುತ್ತಿವೆ. ಆದರೆ ಪಾಶ್ಚಿಮಾತ್ಯ ಪ್ರಭಾವದಲ್ಲಿ ಬೆಳೆದ ಭಾರತೀಯ ಸಮಾಜಕಾರ್ಯ ಶಿಕ್ಷಣವು ಹಲವು ತೊಂದರೆಗಳನ್ನು ಎದುರಿಸುತ್ತಿದೆ. ಅದರಲ್ಲಿ ಪ್ರಮುಖವಾದ ಸಮಸ್ಯೆ ಎಂದರೆ ಪ್ರಾಂತಿಯ ಭಾಷೆಯಲ್ಲಿ ಬರಹಗಳು, ಸಾಹಿತ್ಯಗಳು, ಪ್ರಕಟನೆಗಳು ಬರದೇ ಇರುವುದು. ಕನ್ನಡದ ಗ್ರಾಮೀಣ ವಿದ್ಯಾರ್ಥಿಗಳು ಇಂಗ್ಲೀಷನ್ನು ಅರ್ಥಮಾಡಿಕೊಳ್ಳುವಷ್ಟು ಸಾಮರ್ಥ್ಯ ಹೊಂದಿರುವುದಿಲ್ಲ. ಹೀಗಾಗಿ ಅವರು ವಿಷಯದಲ್ಲಿ ಪ್ರಭುತ್ವವನ್ನು ಸಾಧಿಸುವಲ್ಲಿ ಹಿಂದೆ ಬೀಳುತ್ತಿದ್ದಾರೆ. ಪ್ರಾಂತೀಯ ಭಾಷೆಯಲ್ಲಿ ಪುಸ್ತಕಗಳು, ಬರಹಗಳು ಬಂದಿದ್ದಾದರೆ ವಿದ್ಯಾರ್ಥಿಗಳು ಸಹಜ ಸರಳವಾಗಿ ವಿಷಯಗಳನ್ನು ಅರ್ಥಮಾಡಿಕೊಳ್ಳಲು ಅನುಕೂಲವಾಗುತ್ತದೆ. ಆದರೆ ನಮ್ಮ ಬಹುತೇಕ ಬರಹಗಳು, ಲೇಖನಗಳು ಇಂಗ್ಲೀಷಿನಲ್ಲಿ ಬರುತ್ತಿವೆ. ಇದನ್ನು ಅರಿತುಕೊಂಡ ಡಾ. ಎಂ. ಸುಜಾತ ಅವರು ಕನ್ನಡದ ವಿದ್ಯಾರ್ಥಿಗಳಿಗೆ ಅನುಕೂಲವಾಗಲಿ ಎಂದು ಕನ್ನಡದಲ್ಲಿ ಸಮಾಜಕಾರ್ಯ ಸಂಶೋಧನೆ ಎಂಬ ಗ್ರಂಥವನ್ನು ಹೊರತರುತ್ತಿರುವುದು ತುಂಬಾ ಸಂತೋಷದ ವಿಷಯ.​
ಸಮಾಜಕಾರ್ಯ ಶಿಕ್ಷಣವು ಇನ್ನುಳಿದ ಅಧ್ಯಯನಗಳಿಗಿಂತ ವಿಭಿನ್ನವಾಗಿದೆ. ಸಮಾಜದಲ್ಲಿಯ ಸಮಸ್ಯೆಗಳನ್ನು ಸಂಶೋಧನೆಗಳ ಮುಖಾಂತರ ಅರಿತುಕೊಂಡು, ಅದನ್ನು ಅರಗಿಸಿಕೊಂಡು, ಆ ಸಮಸ್ಯೆಗಳಿಗೆ ಉತ್ತರವನ್ನು ಕಂಡು ಹಿಡಿದು, ಅದನ್ನು ಆಚರಣೆಯಲ್ಲಿ ತಂದು, ವ್ಯಕ್ತಿಗಳಿಗೆ, ವೃಂದಗಳಿಗೆ, ಸಮುದಾಯಗಳಿಗೆ ಸಹಾಯವನ್ನು ಮಾಡತಕ್ಕಂತಹ ವೃತ್ತಿ ಇದಾಗಿದೆ. ಸಮಾಜಕಾರ್ಯ ಸಂಶೋಧನೆಯು ಸಮಾಜದಲ್ಲಿಯ ನಿರುದ್ಯೋಗ ಸಮಸ್ಯೆ, ಬಡತನ ಸಮಸ್ಯೆ, ಜಾತಿ-ವರ್ಗ ಬೇಧಗಳ ಸಮಸ್ಯೆ, ಬುಡಕಟ್ಟು ಜನಾಂಗಗಳ ಸಮಸ್ಯೆ, ಊನಶಕ್ತರ- ದೀನದಲಿತರ ಸಮಸ್ಯೆ, ಆರ್ಥಿಕ ಸಂಸ್ಥೆಗಳ ಸಮಸ್ಯೆ, ರಾಜಕೀಯ ಸಮಸ್ಯೆ ಇಂತಹ ಹಲವಾರು ಸಮಸ್ಯೆಗಳನ್ನು ವೈಜ್ಞಾನಿಕವಾಗಿ ಅಧ್ಯಯನ ಮಾಡಿ ಪರಿಹಾರಗಳನ್ನು ಸೂಚಿಸುತ್ತದೆ ಹಾಗೂ ವೃತ್ತಿಪರವಾದ ಮಧ್ಯಸ್ಥಿಕೆಯನ್ನು ಕೂಡ ಮಾಡುತ್ತದೆ. ಆದುದರಿಂದ ಸಮಾಜಕಾರ್ಯ ಸಂಶೋಧನೆಗೆ ಸಮಾಜಕಾರ್ಯ ಶಿಕ್ಷಣದಲ್ಲಿ ಅತ್ಯಂತ ಮಹತ್ತರವಾದ ಸ್ಥಾನವಿದೆ. ಈ ವಿಷಯವನ್ನು ಸುಲಭವಾಗಿ ಅರ್ಥಮಾಡಿಕೊಳ್ಳಬೇಕಾದರೆ ಅದು ಮಾತೃಭಾಷೆಯಲ್ಲಿ ಮಾತ್ರ ಸಾಧ್ಯ. ಈ ನಿಟ್ಟಿನಲ್ಲಿ ಡಾ. ಎಂ. ಸುಜಾತ ಅವರು ಹೊರತರುತ್ತಿರುವ "ಸಮಾಜಕಾರ್ಯ ಸಂಶೋಧನೆ" ಹೊತ್ತಿಗೆ ವೃತ್ತಿಪರ ಸಮಾಜಕಾರ್ಯಕರ್ತರಿಗೆ, ವಿದ್ಯಾರ್ಥಿಗಳಿಗೆ, ಶಿಕ್ಷಕರಿಗೆ ಹಾಗೂ ಇತರ ಸಂಬಂಧಿತ ವ್ಯಕ್ತಿಗಳಿಗೆ ಒಂದು ದಾರಿದೀಪವಾಗಲಿದೆ.

ವಿಶ್ವದಲ್ಲಿ ದೇವರಿಲ್ಲದ ನಾಡಿಲ್ಲ, ದೇವರನ್ನು ಪೂಜಿಸದ ಜನರು ಅಪರೂಪ. ಭಾರತದಲ್ಲಂತೂ ದೇವರಿಲ್ಲದ ಊರೇ ಇಲ್ಲವೆಂದರೂ ಆಶ್ಚರ್ಯವಿಲ್ಲ. ನಮ್ಮ ದೇಶ ಗುಡಿಗೋಪುರಗಳಿಂದ ತುಂಬಿಹೋಗಿದೆ. ಜಗತ್ತಿನಲ್ಲಿ ದೇವರಲ್ಲಿ ನಂಬಿಕೆ ಇಲ್ಲದವರು ಬಹಳ ಕಡಮೆ. ದೇವರಿದ್ದಾನೆ, ಅವನೇ ನಮ್ಮನ್ನೆಲ್ಲಾ ಸೃಷ್ಟಿಸಿರುವವನು, ಪಾಲಿಸುವವನು ಎಂಬುದು ಆಸ್ತಿಕರೆಲ್ಲರ ನಂಬಿಕೆ. ಆದರೂ, ನಮ್ಮ ದೇವಾಲಯಗಳನ್ನೆಲ್ಲಾ ಕಟ್ಟಿದವರು, ಅವುಗಳಲ್ಲಿರುವ ವಿಗ್ರಹಗಳನ್ನೆಲ್ಲಾ ಕೊರೆದವರು ಮನುಷ್ಯರೆಂಬುದನ್ನು ಅಲ್ಲಗಳೆಯಲು ಸಾಧ್ಯವಿಲ್ಲ. ದೇವರು ಮನುಷ್ಯನನ್ನು ಸೃಷ್ಟಿಸಿದನೋ, ಮನುಷ್ಯ ದೇವರನ್ನು ಸೃಷ್ಟಿಸಿದನೋ ಎಂಬುದು ಬಗೆಹರಿಯದ ವಿವಾದ. ಅದರ ವಿಚಾರವಾಗಿ ಬರೆಯುವುದು ಈ ಲೇಖನದ ಉದ್ದೇಶವಲ್ಲ. ಆದರೂ ದೇವಸ್ಥಾನಗಳನ್ನು ನಿರ್ಮಿಸಿ, ಅಲ್ಲಿ ವಿಗ್ರಹಗಳನ್ನು ಸ್ಥಾಪಿಸಿದವರು ಮನುಷ್ಯರೆಂಬುದನ್ನು ಒಪ್ಪಿಕೊಳ್ಳುವುದರಲ್ಲಿ ತಪ್ಪೇನೂ ಇಲ್ಲ.
ದೇವಾಲಯಗಳನ್ನು ನಿರ್ಮಿಸುವಲ್ಲಿ ಮನುಷ್ಯನ ಅಪೂರ್ವ ಕಲಾತ್ಮಕ ಕೌಶಲ್ಯ ಅಪಾರವಾಗಿ ಅಭಿವ್ಯಕ್ತವಾಗಿರುವುದಕ್ಕೆ ಪ್ರಪಂಚದ ಎಲ್ಲೆಡೆ ಇರುವ ಸುಂದರ ಮತ್ತು ಅಷ್ಟೇನೂ ಸುಂದರವಲ್ಲದ ಬೃಹತ್ ದೇವಾಲಯಗಳೇ ಸಾಕ್ಷಿ. ಅದನ್ನು ಒತ್ತಿ ಹೇಳುವ ಆವಶ್ಯಕತೆ ಇಲ್ಲ. ಆಶ್ಚರ್ಯವಿರುವುದು ಅಲ್ಲಿ ಸೃಷ್ಟಿಸಲಾಗಿರುವ ದೇವರ ವಿಗ್ರಹಗಳ ವೈವಿಧ್ಯತೆಯಲ್ಲಿ. ನಮ್ಮ ದೇವರುಗಳ ವಿನ್ಯಾಸವನ್ನು ಕೊಂಚ ಪರಿಶೀಲಿಸಿ. ಕೆಲವು ದೇವರುಗಳಿಗೆ ಒಂದಕ್ಕಿಂತ ಹೆಚ್ಚು ತಲೆಗಳಿರುತ್ತದೆ (ಬ್ರಹ್ಮ, ಷಣ್ಮುಖ); ಕೆಲವಕ್ಕೆ ಎರಡಕ್ಕಿಂತ ಹೆಚ್ಚು ಕೈಗಳಿರುತ್ತವೆ (ಸಾಮಾನ್ಯವಾಗಿ ಎಲ್ಲ ದೇವತೆಗಳು); ಎರಡಕ್ಕಿಂತ ಹೆಚ್ಚು ಕಣ್ಣುಗಳಿರುತ್ತವೆ (ಶಿವ). ಕೆಲವಕ್ಕೆ ಪ್ರಾಣಿಗಳ ತಲೆ ಮನುಷ್ಯನ ದೇಹವಿರುತ್ತದೆ (ಹಯವದನ, ನರಸಿಂಹ); ಇನ್ನು ಕೆಲವಕ್ಕೆ ಮನುಷ್ಯನ ತಲೆ ಇದ್ದು ಪ್ರಾಣಿಯ ಶರೀರವಿರುತ್ತದೆ (ಈಜಿಪ್ಟ್ ನ ಸ್ಪಿಂಕ್ಸ್).     ಯಾಕೆ ಹೀಗೆ? ಪ್ರಾಯಶಃ ದೇವರು ನಮಗಿಂತ ಹೆಚ್ಚು ತಿಳಿದವನು, ಬುದ್ಧಿವಂತ, ಶಕ್ತಿವಂತ, ಎಂಬುದನ್ನು ಪ್ರತಿಬಿಂಬಿಸಲು ಇರಬಹುದೆ? ಅದೊತ್ತಟ್ಟಿಗಿರಲಿ. ನಮ್ಮೊಡನಿರುವ ಸಾವಿರಾರು ದೇವರುಗಳ ನಡುವೆ ಶರೀರದ ಅರ್ಧ ಗಂಡು ಅರ್ಧ ಹೆಣ್ಣು ಇರುವ ಅರ್ಧನಾರೀಶ್ವರ ಎಂಬ ಒಂದು ವಿಶಿಷ್ಟ ದೈವವಿರುವುದು ಎಲ್ಲರಿಗೂ ತಿಳಿದಿರುವ ವಿಷಯ. ಅದೇಕೆ ಹೀಗೆ? ಹೀಗಿರಲು ಸಾಧ್ಯವೆ? ಅಂಥ ಅರ್ಧನಾರೀಶ್ವರನ ಕಲ್ಪನೆ ಎಲ್ಲಿ ಹುಟ್ಟಿತು, ಹೇಗೆ ಹುಟ್ಟಿತು, ಏಕೆ ಹುಟ್ಟಿತು, ಅದರ ಹಿನ್ನೆಲೆ ಏನು? ಇಂಥ ವಿಷಯಗಳನ್ನು ವಿಶ್ಲೇಷಿಸುವ ಒಂದು ಕಿರು ಪ್ರಯತ್ನ ಇಲ್ಲಿದೆ.

ಅರ್ಧನಾರೀಶ್ವರ ಭಾರತ ಮತ್ತು ಆಗ್ನೇಯ ಏಷ್ಯ ದೇಶಗಳಲ್ಲಿ ಬಹುವಾಗಿ ಕಂಡುಬರುವ ಒಂದು ದೈವಿಕ-ಪೌರಾಣಿಕ ಕಲ್ಪನೆ. ಭಾರತದ ಬಹುತೇಕ ಶೈವ ದೇವಾಲಯಗಳಲ್ಲಿ ಅರ್ಧನಾರೀಶ್ವರನ ವಿಗ್ರಹಗಳು ಕಂಡುಬರುತ್ತವೆ. ಆದರೆ, ಈ ದೇವರಿಗಾಗಿಯೇ ನಿರ್ಮಿತವಾದ ಆಲಯಗಳು ಮಾತ್ರ ಬಹಳ ಕಡಮೆ. ತಮಿಳುನಾಡಿನ ತಿರುಚೆಂಗೋಡಿನಲ್ಲಿ ಒಂದು (ಚಿತ್ರ- 1.1, 1.2, 1.3) ಮತ್ತು ಕಲ್ಲೈಕುರುಚಿ ತಾಲೂಕಿನಲ್ಲಿ ಐದು ಕಡೆ ಅರ್ಧನಾರೀಶ್ವರನ ದೇವಾಲಯಗಳಿರುವುದು ತಿಳಿದುಬಂದಿದೆ.

ಉಭಯಲಿಂಗಿಯ ಕಲ್ಪನೆ ವಿದೇಶಗಳಲ್ಲೂ ನಡೆದಿದೆ. ಭಾರತ ಮತ್ತು ಗ್ರೀಕ್ ದೇಶಗಳೆರಡರಲ್ಲೂ ಸುಮಾರು ಒಂದೇ ಕಾಲದಲ್ಲಿ ಈ ಕಲ್ಪನೆ ಹುಟ್ಟಿತೆಂದು ಹೇಳಲಾಗಿದೆ. ಭಾರತದಲ್ಲಿ ಅರ್ಧನಾರೀಶ್ವರನ ಕಲ್ಪನೆ ಕುಶಾನರ ಕಾಲದಲ್ಲಿ ಆರಂಭವಾಗಿ, ಗುಪ್ತರ ಕಾಲದಲ್ಲಿ ಪರಿಪೂರ್ಣತೆಯನ್ನು ಪಡೆಯಿತೆಂದು ಇತಿಹಾಸ ಹೇಳುತ್ತದೆ. ನಮ್ಮಲ್ಲಿರುವ ಹಲವಾರು  ಜಾನಪದ  ಕಥೆಗಳು,  ಪುರಾಣಗಳು  ಮತ್ತು  ಶಿಲ್ಪಶಾಸ್ತ್ರಗ್ರಂಥಗಳು ಅರ್ಧನಾರೀಶ್ವರನನ್ನು ಕುರಿತು ವಿಸ್ತಾರವಾಗಿ ಬರೆದಿವೆ.

ಅರ್ಧನಾರೀಶ್ವರ, ಹೆಸರೇ ಹೇಳುವಂತೆ, ಉಭಯಲಿಂಗಿ (androgynous)  ದೈವ; ಅರ್ಧ ಹೆಣ್ಣು ಅರ್ಧ ಗಂಡುಗಳ ಸಂಯೋಜನೆಯಿಂದ ಸೃಷ್ಟಿಯಾಗಿರುವ ಕಲ್ಪನೆ; ಹಿಂದುಗಳ ಪೂಜ್ಯ ದೈವ ಶಿವ ಮತ್ತು ಪಾರ್ವತಿಯರ ಸಂಯುಕ್ತ ಚಿತ್ರ. ಈ ಕಲ್ಪನೆ ವಿಶ್ವದಲ್ಲಿನ ಪುರುಷ ಮತ್ತು ಪ್ರಕೃತಿಗಳ ಸಂಯೋಗವನ್ನು ಅಭಿವ್ಯಕ್ತಿಸುತ್ತದೆ ಎಂದು ನಮ್ಮ ಧಾರ್ಮಿಕ ಗ್ರಂಥಗಳು ನಿರೂಪಿಸಿವೆ. ಶಕ್ತಿಸ್ವರೂಪಿಣಿಯಾದ ಶಿವೆಯನ್ನು ಶಿವನಿಂದ ಬೇರ್ಪಡಿಸುವುದು ಸಾಧ್ಯವಿಲ್ಲ ಎಂಬುದನ್ನು ಅರ್ಧನಾರೀಶ್ವರನ ಕಲ್ಪನೆ  ಪ್ರತಿಪಾದಿಸುತ್ತದೆ.  ಈ  ಕಲ್ಪನೆ  ಅರ್ಧನಾರೀಶ್ವರನಾದ  ಶಿವನೇ  ಸರ್ವಸ್ವ, ಸರ್ವಾಂತರ್ಯಾಮಿ, ಸರ್ವಶಕ್ತ, ಸರ್ವಕರ್ತೃ, ಸರ್ವಜ್ಞ ಎಂಬ ಸೂತ್ರದ ಸಾಂಕೇತಿಕ ಅಭಿವ್ಯಕ್ತಿ ಎನ್ನುವ ನಂಬಿಕೆ ಬೆಳೆದು ಬಂದಿದೆ.

ಅರ್ಧನಾರೀಶ್ವರನನ್ನು ಹಲವಾರು ನಾಮಗಳಿಂದ ಕರೆಯಲಾಗಿದೆ. ಅರ್ಧನಾರೀಶ, ಅರ್ಧನಾರೀನಟೇಶ್ವರ, ಹಾಗೂ ನರನಾರಿಯೆಂದು ಅಲ್ಲಲ್ಲಿ ಕರೆದಿದ್ದಾರೆ; ತಮಿಳರು ಅಮ್ಮೈಯಪ್ಪನ್ ಎಂದು ಕರೆದಿದ್ದಾರೆ. ಅಸ್ಸಾಮಿನಲ್ಲಿ ಅರ್ಧಯುವತೀಶ್ವರ ಎಂದು ಕರೆಯುಲಾಗುತ್ತಿದೆ. ಗುಪ್ತರ ಕಾಲದ ಪುಷ್ಪದಂತ ಎಂಬುವವನು ತನ್ನ ಮಹಿಮ್ನಾಸ್ತವದಲ್ಲಿ ದೇಹಾರ್ಧಾಂಗತಾನನೆಂದು ಹೆಸರಿಸಿದ್ದಾನೆ. ಉತ್ಪಲ ಎಂಬುವವನು ಅರ್ಧಗೌರೀಶ್ವರ ಎಂದು ಕರೆದಿದ್ದಾನೆ. ವಿಷ್ಣುಧರ್ಮೋತ್ತರ ಪುರಾಣದಲ್ಲಿ ಗೌರೀಶ್ವರನೆಂದು ಕರೆಯಲಾಗಿದೆ. ಒಂದೆಡೆ  ಪರಂಗದ ಎಂದು ಕರೆದದ್ದಿದೆ.

ಕೆಲವರು ಹೇಳಿರುವಂತೆ, ಭರತಖಂಡದಲ್ಲಿ ಅರ್ಧನಾರೀಶ್ವರನ ಕಲ್ಪನೆ ವೇದಗಳಲ್ಲಿ ಹೇಳಿರುವ ಯಮ-ಯಮಿಯರ ಸಂಯುಕ್ತ ಚಿತ್ರಣದಿಂದ ಪ್ರೇರಿತವಾಗಿರಬಹುದು. ಬೇರೆಯವರು ಊಹಿಸುವಂತೆ, ಎತ್ತು-ಹಸುವಿನಂತೆ ಚಿತ್ರಿತವಾಗಿರುವ ಅಗ್ನಿ, ಅಥವಾ ಸಕಲ ಸೃಷ್ಟಿಕರ್ತನೆಂದು ಕರೆಯಲಾಗಿರುವ ಪ್ರಜಾಪತಿಯಿಂದ ಪ್ರೇರಿತವಾಗಿರಬಹುದು. ಬೃಹದಾರಣ್ಯಕ ಉಪನಿಷತ್ತಿನಲ್ಲಿ ಆತ್ಮ (ಪುರುಷ), ಹೆಣ್ಣು-ಗಂಡಾಗಿ ವಿಭಾಗವಾಗಿ, ಅವು  ಒಂದರೊಡನೊಂದು  ಕೂಡಿ,  ಜೀವ  (ಪ್ರಪಂಚ)  ಸೃಷ್ಟಿಯಾಯಿತೆಂದು ಹೇಳಲಾಗಿದೆ. ಶ್ವೇತಾಶ್ವತರ ಉಪನಿಷತ್ತಿನಲ್ಲಿ ರುದ್ರನನ್ನು (ಶಿವನ ಮೊದಲ ಹೆಸರು) ಉಭಯಲಿಂಗಿಯಂತೆ ಚಿತ್ರಿಸಲಾಗಿದೆ.

ಗ್ರೀಕ್ ಪುರಾಣಗಳಲ್ಲೂ ಉಭಯಲಿಂಗಿಯ (Hermaphroditus and Phrygian Agdistis)   ಪ್ರಸ್ತಾಪವಿದೆ. ಸ್ಟೊಬಾಯಸ್ (Stobaeus)  ಎಂಬ ಗ್ರೀಕ್ ಬರಹಗಾರ ಭಾರತದೊಡನೆ ಪರೋಕ್ಷ ಸಂಪರ್ಕ ಪಡೆದು, ಅರ್ಧನಾರೀಶ್ವರನ ವಿಚಾರವಾಗಿ ತಿಳಿದು ಬರೆದಿರುವನೆಂದು ಹೇಳಲಾಗುತ್ತಿದೆ. ಗ್ರೀಕ್ ಪುರಾಣಕತೆಗಳಲ್ಲಿ ಪ್ರಸ್ತಾಪಿಸಿರುವ ಉಭಯಲಿಂಗಿ ಕಲ್ಪನೆಯನ್ನು ಕುರಿತು ಮುಂದೆ ವಿವರವಾಗಿ ಹೇಳಲಾಗುವುದು.

ಭಾರತದಲ್ಲಿ ಪ್ರಚಲಿತವಿದ್ದ ಶೈವ ಮತ್ತು ಶಾಕ್ತಪಂಥಗಳ ನಡುವಿನ ವೈಮನಸ್ಯವನ್ನು ಹೋಗಲಾಡಿಸಿ, ಹೊಂದಾಣಿಕೆ ತರುವ ಪ್ರಯತ್ನ ಅರ್ಧನಾರೀಶ್ವರನ ಕಲ್ಪನೆಗೆ ಪ್ರಮುಖ ಕಾರಣವಿರಬಹುದು ಎಂಬ ವಾದವೂ ಅಲ್ಲಲ್ಲಿ ಕೇಳಿಬರುತ್ತಿದೆ. ಶೈವರು ಮತ್ತು ವೈಷ್ಣವರ ನಡುವೆ ಸಾಮರಸ್ಯ ತರಲು, ಹರಿಹರನ ಕಲ್ಪನೆ ಉದ್ಭವವಾಗಿರುವಂತೆ, ಇಲ್ಲಿ ಕೂಡ ನಡೆದಿರಬಹುದೆಂಬುದು ಒಂದು ಊಹೆ. 
 
ಅರ್ಧನಾರೀಶ್ವರ ಸ್ತ್ರೀ-ಪುರುಷ ಶಕ್ತಿಗಳ ಸಂಯೋಗದ ಸಂಕೇತ; ಹಲವು ದರ್ಶನಗಳು ಪ್ರತಿಪಾದಿಸಿರುವ, ವಿಶ್ವದಲ್ಲಿ ಸದಾ ಕ್ರಿಯಾಶೀಲವಾಗಿರುವ ಪರಸ್ಪರ ವಿರೋಧ ಶಕ್ತಿಗಳ ಸಮನ್ವಯದ ಅಭಿವ್ಯಕ್ತಿ. ಅರ್ಧನಾರೀಶ್ವರನ ಗಂಡು ಭಾಗ ಪುರುಷ; ಹೆಣ್ಣು ಭಾಗ ಪ್ರಕೃತಿ. ಪುರುಷ ಜಡ, ನಿಷ್ಕ್ರಿಯ, ಅನಾಸಕ್ತ. ಪ್ರಕೃತಿ ಕ್ರಿಯಾಶೀಲ, ಕಾರ್ಯನಿರತವಾದುದು. ಇವೆರಡು ಬೇರೆ ಬೇರೆಯಾಗಿ ಕಂಡುಬಂದರೂ, ಒಂದನ್ನೊಂದು ಆಕರ್ಷಿಸುತ್ತ, ಅಪ್ಪಿಕೊಳ್ಳಲು,  ಒಂದುಗೂಡಲು  ಯಾವಾಗಲೂ  ಪ್ರಯತ್ನಿಸುತ್ತಿರುತ್ತವೆ.  ಪುರುಷ-ಪ್ರಕೃತಿಗಳ  ಸಂಯೋಗವಿಲ್ಲದೆ  ಜೀವೋತ್ಪತ್ತಿ  ಸಾಧ್ಯವಿಲ್ಲ  ಎನ್ನುವುದು  ಎಲ್ಲರಿಗೂ ತಿಳಿದ ವಿಷಯ. ಒಂದು ರೀತಿಯಲ್ಲಿ ಅರ್ಧನಾರೀಶ್ವರನ ಕಲ್ಪನೆ ದ್ವೈತದ ಆಚೆಗಿರುವ ಪರಿಪೂರ್ಣತೆಯನ್ನು (ಅದ್ವೈತವನ್ನು) ಸೂಚಿಸುತ್ತದೆ ಎಂದು ಹೇಳಲಾಗುತ್ತಿದೆ. ಒಬ್ಬ ಚಿಂತಕನ ಪ್ರಕಾರ ದೇವರು ಶಿವನೂ ಹೌದು, ಪಾರ್ವತಿಯೂ ಹೌದು; ಹೆಣ್ಣೂ ಹೌದು, ಗಂಡೂ ಹೌದು; ತಂದೆಯೂ ಹೌದು, ತಾಯಿಯೂ ಹೌದು; ಜಡವೂ ಹೌದು, ಕ್ರಿಯೆಯೂ ಹೌದು; ಸೃಷ್ಟಿಕರ್ತನೂ ಹೌದು, ಲಯಕರ್ತನೂ ಹೌದು; ಭಯಂಕರನೂ ಹೌದು, ಸೌಮ್ಯನೂ ಹೌದು (Kinsley, 1998). ಶಿವನ ಕೈಯ್ಯಲ್ಲಿರುವ ಜಪಮಾಲೆ ತ್ಯಾಗ, ವಿರಕ್ತಿ, ಮತ್ತು ಆಧ್ಯಾತ್ಮಿಕತೆಯ ಸಂಕೇತವಾದರೆ. ಪಾರ್ವತಿಯ ಕೈಯಲ್ಲಿರುವ ದರ್ಪಣ ವಾಸ್ತವಿಕತೆಯ, ಭೌತಿಕತೆಯ, ಪ್ರಾಪಂಚಿಕತೆಯ, ಹಾಗು ಮಾಯೆಯ ಸಂಕೇತ. ಹೀಗೆ. ಅರ್ಧನಾರೀಶ್ವರನ ಕಲ್ಪನೆಯಲ್ಲಿ ಆಧ್ಯಾತ್ಮಿಕತೆ ಮತ್ತು ಭೌತಿಕತೆಗಳ ಸಂಗಮವಾಗಿದೆ; ಆಧ್ಯಾತ್ಮಿಕತೆಯ ಪ್ರತೀಕವಾದ ಶಿವ ವಾಸ್ತವಿಕತೆಯ (ಪ್ರಾಪಂಚಿಕದ) ಪ್ರತೀಕವಾದ ಪಾರ್ವತಿಯನ್ನು ವರಿಸಿದ್ದಾನೆ; ಅವಳೊಡನೆ ಐಕ್ಯವಾಗಿದ್ದಾನೆ; ಎರಡು ಪರಸ್ಪರ ವಿರೋಧಿಸುವ ಶಕ್ತಿಗಳ, ನಿಯಮಗಳ, ಜೀವನ ಶೈಲಿಗಳ ನಡುವೆ ಸಾಮರಸ್ಯವನ್ನುಂಟು ಮಾಡಿದ್ದಾನೆ. ಶಿವ ಮತ್ತು ಶಕ್ತಿಗಳು ಒಂದನ್ನೊಂದು ಅವಲಂಬಿಸಿರುತ್ತವೆ ಎನ್ನುವುದರ ಅಭಿವ್ಯಕ್ತಿ ಅರ್ಧನಾರೀಶ್ವರನ ಕಲ್ಪನೆಯಲ್ಲಾಗಿದೆ ಎಂದರೂ ತಪ್ಪಲ್ಲ. ಶಿವ ಮತ್ತು ಶಕ್ತಿಗಳ ಅವಿಭಾಜ್ಯತೆಯ ಸಂಕೇತ ಮಲಯ ಮತ್ತು ಜಾವ ದ್ವೀಪಗಳಲ್ಲಿರುವ ಅರ್ಧನಾರೀಶ್ವರನ ಚಿತ್ರಗಳಲ್ಲಿ ಕೂಡ ವ್ಯಕ್ತವಾಗಿದೆ.

ಅರ್ಧನಾರೀಶ್ವರನ ಕಲ್ಪನೆ, ಪ್ರಕೃತಿಯಲ್ಲಿ ನಿರಂತರವಾಗಿ ನಡೆಯುತ್ತಿರುವ ಜೀವೋತ್ಪತ್ತಿಯ (ಸಂತಾನೋತ್ಪತ್ತಿಯ) ಹಾಗೂ ಅದರ ಹಿನ್ನೆಲೆಯಲ್ಲಿರುವ ಶಕ್ತಿಯ ದ್ಯೋತಕವೆಂದು ಹೇಳಲಾಗಿದೆ; ಅದು ಆದರ್ಶ ಸ್ತ್ರೀ-ಪುರುಷ ಸಂಯೋಗದ ಪ್ರತೀಕ; ವೈವಾಹಿಕ ಬಂಧನದ ನಿರಂತರತೆಯ ಅಭಿವ್ಯಕ್ತಿ. ಪುರುಷನಲ್ಲಿರುವ ಸ್ತ್ರೀತ್ವ ಹಾಗು ಸ್ತ್ರೀಯಲ್ಲಿರುವ ಪುರುಷತ್ವದ ಸೂಚನೆ ಅರ್ಧನಾರೀಶ್ವರನ ಕಲ್ಪನೆಯಲ್ಲಿ ನಡೆದಿದೆ.

PREFACE
It is very natural and expected that any professional in any area of specialisation gets some sudden doubt or needs clarification on any issue. More particularly in the area of legal compliance or even while seeking or providing clarification to anyone, including colleagues and superiors. We continue to live in an era of the plethora of labour legislations, that too varied interpretations under judicial pronouncements. And many times, we need fast and quick inputs. And it is our experience that when we get or know the clarifying answer assertively, most problems get solved in a matter of seconds. Whenever I conduct sessions on Labour Laws, I conclude with a set of objective tests to evaluate and or to further clarify the doubts which have shown positive indications. In teaching in Management Schools, MBA, MSW, and Law, the faculty must be equipped with precise answers and even administering tests and evaluations.
Now, all of us are aware of the upcoming new Four Labour Codes. Many of us, start asking ourselves, what are the answers in the Four Labour Codes and a comparative clarification?

Keeping these in view, I conceived an idea and, after a thought-provoking process, to compile all possible questions and precise answers in respect of all labour legislations as also under the four Labour Codes. I am sure this would help everyone to get a comparative answer and/or clarifications simultaneously.

I have been to compile around 600 questions covering 22 labour legislations, including “Management of Discipline “. The answers cover under present labour legislations as well as under Four Labour Codes. I have tried to substantiate the answers based on judicial views/judgements wherever possible.

I am sure this book – FAQs & ANSWERS covering the Labour Legislations, will be a handy reckoner, a handbook to the HR Fraternity, Faculty and Students of management schools, MBA, MSW & Law.

“The speed of the boss is the speed of the team.”
In this quote, the famous American automobile executive, Lee Lacocca, points out the importance of a leader. The success of families, societies, organizations and enterprises rests on the vision of a few key people. Some of these people create the future and set a model example for the future with remarkable feats. Today, society, industry, and nation are witnessing a lot of strategic-developmental changes, and these changes are the creations of visionaries. Visionaries are change agents, and they are the LEADERS. Knowing about them and understanding their thoughts is paramount for strengthening the foundation of a developmental society. In turn, knowledge sharing will motivate and inspire the present and future generations to become strong leaders.
It is a great pleasure to write this message as our Kannada HR Conference founding members, Shekhar Ganagaluru, Kempegowda, Ramesh M.H. Prakash R.M. and Jayaram Ramaiah interviewed many LEADERS and publishing the same in the form of a book as “Leaders Talk.”

PREFACE
Labour Reforms, a buzz word is most popular amongst Central and State Governments, the Ministries, Industrialists, Economists, Trade Unions, Workers , Students and Faculty of Management Schools, Law Schools, Research Foundations, and General Public.

It is well known that Labour Reforms are aimed at industrial and economic growth, up-liftment of the living standards of all, in particular, industrial employees, generation of employment and the like. 
​
India, being highly conscious in developing the Country to the level in Global Market, deep involvement in uplifting the Employees, welfare of families, foresighted targets of employment to the members of the Families, Three Labour Commissions at the National Level were constituted chaired by eminent personalities, highly qualified and experienced,  from 1931.  
The Royal Commission under the Chairmanship of Mr. John Henry Whitley in 1931, First National Commission on Labour Chaired by Justice Dr. Ganjendragadkar in 1969 and the Second Labour Commission chaired by Mr. RavindraVarma in 2002. 

All the three Commissions have carried out a massive study, collection and collating the data, statistics, survey reports, holding conventions and conferences with all the stake holders and submitted their  reports to the Government.  

Each report is an eye opener to one and all which must be read by all. Three reports are highly voluminous totalling 3071 pages. These three reports provide an impetus in understanding “Industrial Jurisprudence”.

The professionals in the area of Human Resources, Legal, and Members of Faculty in all Management Schools and Law schools, the course study will be incomplete without reading all these three reports of Commission.

I am sure everyone of you agree that a supplemental reading & study & debate on the following:

National Labour Laws Association, for instance, undertook a project (in 1989) National Planning Committee - ‘Plan of economic development for India.’ A Committee to draw up an economic programme Chaired by Pundit Jawaharlal Nehru. Industrial Policy Resolution, 1948,  Industrial Policy Resolution, 1956, Monopolies Commission, 1964, Industrial Licensing Policy Inquiry Committee 1969, Industrial Policy Statement, 1973 & 1977, S.P Gupta Committee which was appointed by the Planning Commission submitted a report on the development of small-scale enterprises, 1999, Task Force on Employment Opportunities under five year plans, Indian Labour Code 1999 (draft) prepared by the National Labour Law Association, The Ramanujam Committee, 2014, The Sanat Mehta Committee, A Task Force on Social Security (headed by Shri S.K.Wadhawan) constituted by the Government of India to work out modalities for such integration and unification of ESI scheme, EPF and pension schemes and other Central social security schemes,  Bhoothlingam Committee, 1977,  the National Commission on Rural Labour constituted under the chairmanship of  Dr. C. H. Hanumanth Rao. 1991, National Commission on “Self Employed Women and Women in the Informal Sector” was appointed with Mrs.Ela Bhatt, 1987 as the Chairperson and so on.

A detailed study of the three reports of Commissions will be massive and time consuming one. And hence, I considered attempting to summarise these three reports keeping in view of all essentials and preparing a small handbook which can be read by one and all. 

I consider this handbook be useful to, students and faculty at large, Human Resource & Legal personnel.  Secondly, it is the foremost importance that all of us, from the point of view of appreciating the upcoming Labour Codes-Ease to do Business. A combined study of this handbook along with the Four Labour Codes, one will be able to conceptually be adopted effectively. 

All the Four Labour Codes have been drafted based on the Bills prepared and annexed to the Second Labour Commission, 2002 and also various inputs have been borrowed from previous Commissions/Committees, including the Royal Commission, 1931 and First Labour Commission, 1969.

It may be of interest to note that various Committees and Commissions as detailed above, certain key points in them also have been borrowed in preparing the upcoming Labour Codes.

Those who are interested in enhancing their competencies in the field of Labour Law, I strongly urge them to read & study all the connected documents as mentioned above.

I have attempted to concise the three Reports of Commissions to the best of my ability & knowledge. Hence, this  handbook  equipped with summarised and comparative presentation of all the Four Codes for a quick glance

It may not be out of place to mention that a Single Hand Book containing the captured valid ingredients of all the three reports of Commissions along with the Four Labour Codes will be very useful and first of its kind. I am sure, this hand book will be easily readable and understand the concepts.

Most of the inputs including data & statistics have been borrowed from the reports. The certain comments mentioned therein are purely my personal views.

ಸಾಮಾಜಿಕ ಕ್ರಿಯಾಚರಣೆ ಸಮಾಜಕಾರ್ಯದ ಒಂದು ವಿಧಾನ. ವ್ಯಕ್ತಿಗತ ಸಮಾಜಕಾರ್ಯ, ವೃಂದಗತ ಸಮಾಜಕಾರ್ಯ ಮತ್ತು ಸಮುದಾಯ ಸಂಘಟನೆ, ಸಮಾಜಕಾರ್ಯದ ಮೂಲವಿಧಾನಗಳೆಂದು ಪರಿಗಣಿಸಿದ್ದರೆ, ಸಾಮಾಜಿಕ ಕ್ರಿಯಾಚರಣೆಯನ್ನು ಸಮಾಜಕಾರ್ಯದ ಒಂದು ಪೂರಕವಿಧಾನ ಎಂದು ಪರಾಮರ್ಶಿಸಲಾಗಿದೆ. ಸಾಮಾಜಿಕ ಕ್ರಿಯಾಚರಣೆ ಸಮಾಜಕಾರ್ಯದ ಪ್ರಮುಖ ವಿಧಾನಗಳಲ್ಲಿ ಒಂದು ಎಂದು ವಿಶ್ಲೇಷಣೆ ಮಾಡುವವರೂ ಇದ್ದಾರೆ.

ವ್ಯಕ್ತಿಗತ ಸಮಾಜಕಾರ್ಯ, ವೃಂದಗತ ಸಮಾಜಕಾರ್ಯ ಮತ್ತು ಸಮುದಾಯ ಸಂಘಟನೆ ಅನುಗಾಲ (ಅವಿರತ) ನಡೆಯುವ ಯೋಜನೆ / ಕಾರ್ಯಕ್ರಮಗಳಾಗಿರುವುದರಿಂದ ಅವುಗಳನ್ನು ಮೂಲವಿಧಾನಗಳೆಂದು ಕರೆಯಲಾಗಿದೆ. ಆದರೆ ಸಾಮಾಜಿಕ ಕ್ರಿಯಾಚರಣೆ ಸಮಯ ಸಂದರ್ಭಕ್ಕೆ ಅನುಗುಣವಾಗಿ ಸಂಘಟನೆಗೊಳ್ಳುತ್ತದಾದ್ದರಿಂದ, ಅವನ್ನು ಪೂರಕವಿಧಾನ ಎಂದು ನಿರ್ಣಯಿಸಿರಬೇಕು. ಸಮಾಜದ ಓರೆ-ಕೋರೆಗಳನ್ನು ತಿದ್ದಲು, ದೌರ್ಜನ್ಯಗಳನ್ನು ತಡೆಯಲು, ಕಾನೂನಾತ್ಮಕ ಸಮಸ್ಯೆಗಳನ್ನು ಬಗೆಹರಿಸಿಕೊಳ್ಳಲು ಸಾಮಾಜಿಕ ಕ್ರಿಯಾಚರಣೆ ಪ್ರಸ್ತುತ ಬಳಕೆಯಾಗುತ್ತಿದೆ. ಈ ಹಿನ್ನೆಲೆಯಲ್ಲಿ ಸಾಮಾಜಿಕ ಕ್ರಿಯಾಚರಣೆಯೂ ಅತಿ ಅವಶ್ಯಕವಾದ ವಿಧಾನವೇ ಹೌದು.
ಸಾಮಾಜಿಕ ಕ್ರಿಯಾಚರಣೆ ಎರಡು ಶಬ್ದಗಳ ಪದಗುಚ್ಚ. ಆಂಗ್ಲ ಭಾಷೆಯ ‘Social Action’ ಎಂಬ ಪದಗುಚ್ಚಕ್ಕೆ ಸಾಮಾಜಿಕ ಪ್ರಚೋದನ ಕ್ರಿಯೆ, ಸಾಮಾಜಿಕ ಕ್ರಿಯೆ ಎಂಬ ಅರ್ಥಗಳಿವೆ. ಸಾಮಾಜಿಕ ಕ್ರಿಯಾಚರಣೆಯಲ್ಲಿ ಪ್ರಚೋದನೆಯ ಅಂಶದ ಹೊರತಾಗಿಯೂ ಇತರೆ ಚಟುವಟಿಕೆಗಳನ್ನು ಹಮ್ಮಿಕೊಳ್ಳಲಾಗುತ್ತದೆ. ಸಾಮಾಜಿಕ ಕ್ರಿಯೆ ಎಂಬ ಪದಗುಚ್ಛ ಹೆಚ್ಚು ಸಮಂಜಸ. ಸಾಮಾಜಿಕ ಕ್ರಿಯಾಚರಣೆ ಬೃಹದಾಕಾರದ ಚಟುವಟಿಕೆ. ಅದನ್ನು ಸಾಧಿಸಲು ಬಹುಜನರ ಭಾಗವಹಿಸುವಿಕೆ ಅವಶ್ಯವಾಗಿರುತ್ತದೆ. ಈ ಬಹುಜನರಲ್ಲಿ ಸಾಮಾಜಿಕ ಕಾರ್ಯಕರ್ತ, ಕ್ರಿಯಾವಾದಿ, ದೌರ್ಜನ್ಯಕ್ಕೆ ಒಳಗಾದವರು, ನಾಯಕರು, ಗುಂಪುಗಳು, ವಿಷಯ ಪರಿಣಿತರು, ಸ್ವಯಂ ಸೇವಕರು, ಮುಂಚೂಣಿ ಕಾರ್ಯಕರ್ತರು, ಪ್ರಚಾರಕರು, ಹೋರಾಟಗಾರರು, ಭಾಷಣಕಾರರು, ಸಂಧಾನಕಾರರು, ವಿಪಕ್ಷದವರು ಮುಂತಾದವರು ಸೇರಿರುತ್ತಾರೆ. ಇವರೆಲ್ಲರೂ ಸಾಮಾಜಿಕ ಕ್ರಿಯಾಚರಣೆಯಲ್ಲಿ ತಮ್ಮ ತಮ್ಮ ಪಾತ್ರವನ್ನು ನಿರ್ವಹಿಸುತ್ತಾರೆ. ಈ ಸಾಮೂಹಿಕ ಸ್ವಭಾವವನ್ನು ಗುರುತಿಸಿ, ಸೋಷಲ್ ಯಾಕ್ಷನ್ಸ್ ಎಂಬ ಪದಗುಚ್ಚಕ್ಕೆ, `ಸಾಮಾಜಿಕ ಕ್ರಿಯಾಚರಣೆ’ ಎಂಬ ಪದಪುಂಜವನ್ನು ಬಳಸಲಾಗಿದೆ.

ಸಾಮಾಜಿಕ ಕ್ರಿಯಾಚರಣೆ ಕೃತಿಯ ರೂಪರೇಷೆ ಹೀಗಿದೆ. ಒಟ್ಟು ಹನ್ನೆರಡು ಅಧ್ಯಾಯಗಳು. ಸಾಮಾಜಿಕ ಕ್ರಿಯಾಚರಣೆಯ ಸಿದ್ಧಾಂತ, ಪರಿಕಲ್ಪನೆ, ವ್ಯಾಖ್ಯೆಗಳು, ಲಕ್ಷಣಗಳು, ಗ್ರಹಿಕೆಗಳು, ಸಮಾಜ ಸುಧಾರಣೆ, ಚರಿತ್ರೆ, ಧ್ಯೇಯೋದ್ದೇಶಗಳು, ತತ್ತ್ವಗಳು, ಮಾದರಿಗಳು, ಕಾರ್ಯತಂತ್ರಗಳು, ಪ್ರಕ್ರಿಯೆ, ಜನಜಾಗೃತಿ, ಸಂಪನ್ಮೂಲಗಳ ಕ್ರೋಡೀಕರಣ, ಸಾಮಾಜಿಕ ಕ್ರಿಯಾಚರಣೆ ಮತ್ತು ಕಾನೂನು, ಕಾರ್ಮಿಕರು ಮತ್ತು ಕಾನೂನು, ಸಮಾಜಕಾರ್ಯಕರ್ತನ ಪಾತ್ರ, ಸಾಮಾಜಿಕ ಆಂದೋಲನಗಳು, ಭಾರತದಲ್ಲಿ ಆಂದೋಲನಗಳು, ಸಾರ್ವಜನಿಕ ಹಿತಾಸಕ್ತಿ ವ್ಯಾಜ್ಯೆ ಮುಂತಾದ ವಿಷಯಗಳನ್ನು ವಿವರಿಸಲು, ಪ್ರತಿಪಾದಿಸಲು ಪ್ರಯತ್ನ ಮಾಡಲಾಗಿದೆ. ಕೃತಿ ಸಂಶೋಧನಾ ಅಂಶಗಳನ್ನು ಒಳಗೊಂಡಿದೆ. ಹಾಗೇನೇ ಕೃತಿ ವಿಶ್ಲೇಷಣಾತ್ಮಕ ಮತ್ತು ವಿವರಣಾತ್ಮಕ ಗುಣಗಳನ್ನೂ ಹೊಂದಿದೆ. ಪುಸ್ತಕದ ಕೊನೆಗೆ ಆಕರ ಸಾಹಿತ್ಯದ ಮೂಲಗಳನ್ನು ಒದಗಿಸಲಾಗಿದೆ. ಕಠಿಣ ಶಬ್ದಗಳ ಅರ್ಥಗಳನ್ನು ಕೊಡಲಾಗಿದೆ.

20ನೇ ಶತಮಾನದಲ್ಲಿ ಆರಂಭಗೊಂಡ ನೂತನ ಜ್ಞಾನ ಶಾಖೆಯಾದ ಸಮಾಜಕಾರ್ಯ ವೃತ್ತಿಪರರಿಗೆ ವೈವಿಧ್ಯಮಯ ಕ್ಷೇತ್ರಗಳಲ್ಲಿ ಕಾರ್ಯ ನಿರ್ವಹಿಸಲು ಅವಕಾಶವನ್ನು ಒದಗಿಸುವ ಬಹುಮುಖ ವೃತ್ತಿಯಾಗಿದೆ. ಪ್ರಸ್ತುತ ಸಮಾಜಕಾರ್ಯ ವೃತ್ತಿಯು ಆರೋಗ್ಯ ಕ್ಷೇತ್ರದಲ್ಲಿ ಗಣನೀಯ ಪಾತ್ರ ವಹಿಸುತ್ತಿದ್ದು, ಮಾನಸಿಕ ಆರೋಗ್ಯ ರಕ್ಷಣೆಯಲ್ಲೂ ತನ್ನದೇ ಆದ ಮಹತ್ವದ ಕೊಡುಗೆಗಳನ್ನು ನೀಡುತ್ತಾ ಬಂದಿದೆ. ಆಧುನಿಕ ಸಮಾಜದಲ್ಲಿ ನಾನಾ ಕಾರಣಗಳಿಂದ ಮನೋವ್ಯಾಕುಲಕ್ಕೆ ಒಳಗಾಗುತ್ತಿರುವವರ ಸಂಖ್ಯೆ ಹೆಚ್ಚಳವಾಗುತ್ತಿರುವುದು ಹಾಗೂ ಅದರಲ್ಲಿರುವ ಸಂಕೀರ್ಣತೆಯ ಸವಾಲುಗಳು ದಿನೇ ದಿನೇ ಅಧಿಕವಾಗುತ್ತಿರುವುದು ಮಾನಸಿಕ ಆರೋಗ್ಯ ಕ್ಷೇತ್ರದಲ್ಲಿ ವೃತ್ತಿಪರ ಸಮಾಜಕಾರ್ಯಕರ್ತರ ಅಗತ್ಯತೆಯನ್ನು ಎತ್ತಿ ತೋರಿಸುತ್ತದೆ.

ಇಂದು ಸಮಾಜಕಾರ್ಯ ತನ್ನ ವ್ಯಾಪ್ತಿಯನ್ನು ವಿವಿಧ ಕ್ಷೇತ್ರಗಳಿಗೆ ವಿಸ್ತರಿಸಿಕೊಂಡಿದೆ. ಈ ಹಿಂದೆ ಸಮಾಜಕಾರ್ಯ ವೃತ್ತಿಪರರ ಸೇವೆಗಳು ಸಮುದಾಯ ಆಧಾರಿತ ಕಾರ್ಯಕ್ರಮಗಳು ತರಬೇತಿ, ಅನುಷ್ಠಾನ, ಆಪ್ತ ಸಮಾಲೋಚನೆ, ಸಮಾಜಕಾರ್ಯದ ವಿವಿಧ ವಿಧಾನಗಳು/ತಂತ್ರಗಳ ಬಳಕೆ ಹಾಗೂ ಸಂಶೋಧನೆಗಳಿಗೆ ಸೀಮಿತವಾಗಿದ್ದವು. ಪ್ರಸ್ತುತ ಇವರ ಸೇವೆಗಳು ಮಾನಸಿಕ ಆರೋಗ್ಯ ಕ್ಷೇತ್ರಕ್ಕೂ ವಿಸ್ತರಿಸಿದ್ದು, ಮನೋ-ರೋಗಿಗಳನ್ನು ಚಿಕಿತ್ಸೆ ಮಾಡುವಲ್ಲಿ ಬಹುಮುಖ್ಯ ಪಾತ್ರವಹಿಸುವ ಬಹುತಜ್ಞರ ಚಿಕಿತ್ಸಾ ತಂಡದಲ್ಲಿ ಮನೋ-ವೈದ್ಯಕೀಯ ಸಮಾಜಕಾರ್ಯಕರ್ತರ ಪಾತ್ರ ನಿರ್ಣಾಯಕವಾದುದಾಗಿದೆ. ಬಹುಮುಖ್ಯವಾಗಿ ಮಾನಸಿಕ ಆರೋಗ್ಯ ಉತ್ತೇಜಕ ಕಾರ್ಯಕ್ರಮಗಳು, ಮಾನಸಿಕ ಆರೋಗ್ಯ ಸಮಸ್ಯೆಗಳ ತಡೆಗಟ್ಟುವಿಕೆ, ಚಿಕಿತ್ಸಕ ಮಧ್ಯಸ್ಥಿಕೆಗಳು, ಪುನರ್ವಸತಿ ಸೇವೆಗಳು ಮತ್ತು ಮಾನಸಿಕ ರೋಗಿಗಳನ್ನು ಕುಟುಂಬಕ್ಕೆ ಮರುಜೋಡಿಸುವಲ್ಲಿ ಹಾಗೂ ಸಮುದಾಯದ ಮುಖ್ಯವಾಹಿನಿಗೆ ತರುವಲ್ಲಿ ವೃತ್ತಿಪರ ಮನೋ-ವೈದ್ಯಕೀಯ ಸಮಾಜಕಾರ್ಯಕರ್ತರ ಕೊಡುಗೆ ಗಣನೀಯವಾದುದು.
ಇಂತಹ ವಿಸ್ತಾರವಾದ ವ್ಯಾಪ್ತಿಯನ್ನು ಹೊಂದಿರುವ ಮನೋ-ವೈದ್ಯಕೀಯ ಸಮಾಜಕಾರ್ಯಕ್ಕೆ ಸಂಬಂಧಿಸಿದ ಸ್ಥಳೀಯ ಸಾಹಿತ್ಯದ ಕೊರತೆಯನ್ನು ಮನಗಂಡು ಸಮಾಜಕಾರ್ಯ ವಿದ್ಯಾರ್ಥಿಗಳು ಮನೋ-ವೈದ್ಯಕೀಯ ಸಮಾಜಕಾರ್ಯತತ್ಪರರು, ಸಮಾಜಕಾರ್ಯ ಪ್ರಶಿಕ್ಷಕರು ಹಾಗೂ ಕಲ್ಯಾಣ ಅಭಿವೃದ್ಧಿ ಆರೋಗ್ಯ ಮತ್ತು ಮಾನಸಿಕ ಆರೋಗ್ಯ ಸಂಬಂಧಿ ವಿಷಯಗಳಲ್ಲಿ ಆಸಕ್ತಿ ಹೊಂದಿರುವ ವಿದ್ಯಾರ್ಥಿಗಳಿಗೆ ಉಪಯುಕ್ತ ಮಾಹಿತಿಯನ್ನು ಈ ಕಿರುಹೊತ್ತಿಗೆಯಲ್ಲಿ ವ್ಯವಸ್ಥಿತವಾಗಿ ಪರಿಕಲ್ಪಿಸಲಾಗಿದೆ ಹಾಗೂ ಪ್ರಸ್ತುತಪಡಿಸಲಾಗಿದೆ. ಸದರಿ ಪುಸ್ತಕದಲ್ಲಿ ಮನೋ-ವೈದ್ಯಕೀಯ ಸಮಾಜಕಾರ್ಯದ ಮೂಲ ಪರಿಕಲ್ಪನೆಗಳು, ಮಾನಸಿಕ ಆರೋಗ್ಯದ ಪರಿಕಲ್ಪನೆ, ಮಹತ್ವ, ವಿವಿಧ ರೀತಿಯ ಮಾನಸಿಕ ರೋಗಗಳ ಬಗ್ಗೆ ಸರಳವಾಗಿ ಹಾಗೂ ವಿಸ್ತಾರವಾಗಿ ಕಲಿಕಾರ್ಥಿಗಳಿಗೆ ಅದರಲ್ಲೂ ಪ್ರಮುಖವಾಗಿ ಗ್ರಾಮೀಣ ಹಾಗೂ ಕನ್ನಡ ಭಾಷಾ ಮಾಧ್ಯಮದ ಹಿನ್ನೆಲೆಯನ್ನು ಹೊಂದಿರುವವರಿಗೆ ಅರ್ಥೈಸುವ ಪ್ರಾಮಾಣಿಕ ಪ್ರಯತ್ನವನ್ನು ಮಾಡಲಾಗಿದೆ.

ಮಾನಸಿಕ ಆರೋಗ್ಯಕ್ಕೆ ಸಂಬಂಧಿಸಿದ ವಿವಿಧ ಅಧ್ಯಾಯಗಳಲ್ಲಿ ವಸ್ತುನಿಷ್ಠ ನಿಖರ ಹಾಗೂ ಸರಳ ಬರವಣಿಗೆಯನ್ನು ಹೊಂದಿರುವ ಈ ಹೆಜ್ಜೆಯು ಮನೋ-ವೈದ್ಯಕೀಯ ಸಮಾಜಕಾರ್ಯ ವಿಷಯದಲ್ಲಿ ಕನ್ನಡ ಸಾಹಿತ್ಯ ಲೋಕಕ್ಕೆ/ಜ್ಞಾನ ಭಂಡಾರಕ್ಕೆ ಉತ್ತಮ ಸೇರ್ಪಡೆಯಾಗಲಿದ್ದು, ಆಸಕ್ತರಿಗೆ ಪ್ರಮುಖವಾದ ಆಕರ ಮತ್ತು ಪರಮಾರ್ಶನ ಗ್ರಂಥವಾಗವಾಗುವುದರಲ್ಲಿ ಸಂದೇಹವಿಲ್ಲ.

ಶಿಕ್ಷಣದ ರಥವು ನೀತಿ ಪಥದ ಮೇಲೆ ಚಲಿಸಬೇಕು ಹಾಗೂ ಪಾಲಕರೆ ಮಕ್ಕಳಿಗೆ ದಾರಿದೀಪವಾಗಬೇಕು. ಮಕ್ಕಳು ಕೇವಲ ಶಿಕ್ಷಿತರಾದರೆ ಸಾಲದು, ಸುಶಿಕ್ಷಿತರಾಗಬೇಕು. ಸಭ್ಯ ಸಂಸ್ಕೃತಿಯ ನೀತಿ ಶಿಕ್ಷಣ ಅವರಿಗೆ ಸಿಗಬೇಕು. ಮಕ್ಕಳನ್ನು ಶಾಲೆಗೆ ಕಳುಹಿಸಿದರಾಯಿತು, ಅಲ್ಲಿ ಅವರು ಎಲ್ಲವನ್ನೂ ಕಲಿತುಕೊಂಡು ಬರುತ್ತಾರೆ ಎಂಬ ಭ್ರಮಾ ಲೋಕದಿಂದ ಪಾಲಕರು ಹೊರಗೆ ಬರಬೇಕು. ಮಕ್ಕಳ ಶಾರೀರಿಕ, ಮಾನಸಿಕ, ಬೌದ್ಧಿಕ, ಭಾವನಾತ್ಮಕ, ನೈತಿಕ, ಸಾಮಾಜಿಕ ಹಾಗೂ ಸೌಂದರ್ಯಾತ್ಮಕ, ಒಟ್ಟಾರೆ ಸರ್ವಾಂಗೀಣ ಮೌಲಿಕ ಶಿಕ್ಷಣವನ್ನು ಮಗುವು ಪಡೆದುಕೊಳ್ಳಬೇಕು. ಸಮಾಜದ ಮೂಲ ಘಟಕ ಹಾಗೂ ಮಗುವಿನ ಮೊದಲ ಪಾಠ ಶಾಲೆಯಾದ ಕುಟುಂಬದಿಂದಲೆ ಮಗುವು ಪ್ರೀತಿ, ಪ್ರೇಮ, ಸ್ನೇಹ, ಮಮತೆ, ಮಮಕಾರ ಹಾಗೂ ವಾತ್ಸಲ್ಯಗಳನ್ನು ಪಡೆದುಕೊಳ್ಳುತ್ತ ಬೆಳೆಯುತ್ತದೆ. ಶಿಸ್ತು, ಸಂಯಮ, ಶಾಂತಚಿತ್ತತೆ, ಸಹ ಜೀವನ ಹಾಗೂ ಸಹಕಾರದಂತಹ ಸದ್ಗುಣ ಸಂಪನ್ನತೆಗಳು ಮಕ್ಕಳಲ್ಲಿ ಜಾಗೃತಗೊಳ್ಳಲು ಪೂರಕವಾದ ವಾತಾವರಣ ಮನೆಯಲ್ಲಿರಬೇಕು. ಕುಟುಂಬದಲ್ಲಿ ಕಲಿತ ಮೌಲ್ಯಗಳೇ ಮುಂದೆ ವಿದ್ಯಾಧ್ಯಯನ ಮಾಡುವ ಶಿಕ್ಷಣ ಸಂಸ್ಥೆಗಳಲ್ಲಿ ಇನ್ನಷ್ಟು ದೃಢವಾಗುತ್ತವೆ. ಮೌಲ್ಯಾಧಾರಿತ ಶಿಕ್ಷಣ ಪಡೆದುಕೊಳ್ಳಲು ಪಾಲಕರು ಮಕ್ಕಳನ್ನು ಪ್ರೋತ್ಸಾಹಿಸಬೇಕು. ಅದರಿಂದ ಸುಂದರ ಸಮಾಜ ನಿರ್ಮಾಣವಾಗಲು ವೇದಿಕೆ ಸಿದ್ಧವಾಗುವುದು.
“ಸಾಹಿತ್ಯ ಸಮಾಜದ ಕನ್ನಡಿ”, ಶಿಕ್ಷಣ, ಕಲಿಕೆ ಹಾಗೂ ಪ್ರಗತಿಗಳು ಮಾನವ ಇತಿಹಾಸದ ನಿರಂತರ ಪ್ರಕ್ರಿಯೆ. ನಿಂತ ನೀರು ಕೊಳಚೆಯಾದರೆ ನಿರಂತರವಾಗಿ ಹರಿಯುವುದು ಪವಿತ್ರಗಂಗೆಯಾಗುತ್ತದೆ. ಸಾವಿರ-ಸಾವಿರ ವರ್ಷಗಳಿಂದ ಮನುಷ್ಯ ಕಲಿಯುತ್ತ-ಕಲಿಸುತ್ತ ಬಂದಿರುವುದು ಪ್ರಗತಿಯ ಸಂಕೇತವೆನ್ನಿಸಿದರೂ ಈ ಸಂಕೇತ ನೈತಿಕ ಪಾವಿತ್ರ್ಯತೆಯನ್ನು ಕಾಪಾಡಿಕೊಂಡು ಬಂದಿದೆಯೆ ಎಂದು ಸಿಂಹಾವಲೋಕನ ಮಾಡಬೇಕು. ಈ ಪುನೀತ ಕಾರ್ಯದಲ್ಲಿ ಶಿಕ್ಷಕರೊಂದಿಗೆ ಪಾಲಕರೂ ಕೈಜೋಡಿಸಬೇಕು. ನೀತಿ ಶಿಕ್ಷಣವೆಂಬ ಪಾವನ ಗಂಗೆಯಲ್ಲಿ ಮಿಂದ ಮಾನವ ಸಮಾಜ ಭಾವೀ ಭವಿಷತ್ತಿನ ಪೀಳಿಗೆಗೆ ಮಾದರಿಯಾಗಬೇಕೆಂಬುದೇ ಈ ಕಿರು ಹೊತ್ತಿಗೆಯ ಸಾರ.

 “ಇಂದಿನ ಬಾಲಕ ನಾಳಿನ ನಾಡಿನ ನಾಗರಿಕ” ಬೆಳೆಯ ಸಿರಿಯನ್ನು ಮೊಳಕೆಯಲ್ಲಿಯೇ ಪೋಷಿಸಿ ಮೇಲು ಗೊಬ್ಬರ ಹಾಕಿ ಬೆಳೆಸುವ ಕೆಲಸ ಪಾಲಕರಿಂದಾಗಬೇಕು. ಮಕ್ಕಳ ದೈಹಿಕ ಹಾಗೂ ಮಾನಸಿಕ ಆರೋಗ್ಯದಲ್ಲಿ ಪಾಲಕರ ಪಾತ್ರ ಹಿರಿದು. ಶಾರೀರಿಕ, ಮಾನಸಿಕ ಹಾಗೂ ಸಾಮಾಜಿಕ ಸುಸ್ಥಿತಿಯೇ ಮನುಷ್ಯನ ಸಂಪೂರ್ಣ ಆರೋಗ್ಯವೇ ವಿನಹ ಕಾಯಿಲೆ ಇಲ್ಲದ ದುರ್ಬಲವಲ್ಲದ ಶರೀರ ಹೊಂದಿರುವುದು ಆರೋಗ್ಯವಲ್ಲವೆಂಬ ವಿಷಯವನ್ನು ಕೇಂದ್ರವಾಗಿರಿಸಿಕೊಂಡು “ಶಿಕ್ಷಣ ರಥ ನೀತಿ ಪಥ” ಕಿರು ಹೊತ್ತಿಗೆಯನ್ನು ಸಾರಸ್ವತ ಲೋಕಕ್ಕೆ ಸಮರ್ಪಿಸಲಾಗಿದೆ.

ಮುನ್ನುಡಿ
ವ್ಯಕ್ತಿಯು ವೃಂದಜೀವಿಯಾಗಿದ್ದು, ವೃಂದ ಜೀವನವು ವ್ಯಕ್ತಿಯ ವ್ಯಕ್ತಿತ್ವವನ್ನು ಪರಿಪೂರ್ಣವಾಗಿ ರೂಪಿಸುವಲ್ಲಿ ಪ್ರಮುಖ ಪಾತ್ರವನ್ನು ವಹಿಸುತ್ತದೆ. ಪ್ರಾಥಮಿಕ ಸಾಮಾಜಿಕ ಸಂಸ್ಥೆಯಾದ ಕುಟುಂಬದಿಂದ ಪ್ರಾರಂಭವಾಗಿ ವ್ಯಕ್ತಿಯ ಜೀವನದ ಎಲ್ಲಾ ಹಂತದಲ್ಲೂ ಒಂದಲ್ಲ ಒಂದು ರೀತಿಯಲ್ಲಿ ವೃಂದದೊಂದಿಗೆ ತನ್ನ ಅವಶ್ಯಕತೆಗಳನ್ನು ಈಡೇರಿಸಿಕೊಳ್ಳಲು ಭಾಗವಹಿಸುತ್ತಿರುತ್ತಾನೆ. ಹಾಗಾಗಿ ವೃತ್ತಿಪರ ಸಮಾಜಕಾರ್ಯಕರ್ತರು ವೃಂದಗಳನ್ನು ಅಧ್ಯಯನ ಮಾಡುವುದು, ವೃಂದಗಳೊಂದಿಗೆ ಕಾರ್ಯ ನಿರ್ವಹಿಸುವುದು, ಅತ್ಯಂತ ಪ್ರಮುಖ ವಿಧಾನವಾಗಿದ್ದು ಇದರಲ್ಲಿ ಪರಿಣಿತಿಯನ್ನು ಪಡೆಯುವುದು ಅತ್ಯವಶ್ಯಕ.

ವೃತ್ತಿಪರ ಸಮಾಜಕಾರ್ಯದ ಪ್ರಶಿಕ್ಷಣಾರ್ಥಿಗಳು ತಮ್ಮ ವೃತ್ತಿ ತರಬೇತಿಯಲ್ಲಿ ಆಂತರಿಕ ಹಾಗೂ ಅಂತರ್ವೃಂದಗಳ ಅನುಭವಗಳನ್ನು ಪಡೆದು ವೃಂದದ ಚಲನಾತ್ಮಕ ಅಂಶಗಳು, ವೃಂದದ ನಡವಳಿಕೆ, ಹೆಚ್.ಬಿ. ಟ್ರಕ್ಕರ್ ರವರು ನೀಡಿರುವ ಹತ್ತು ವೃಂದಗತ ಸಮಾಜಕಾರ್ಯದ ಸೂತ್ರಗಳನ್ನು ಕ್ಷೇತ್ರಗಳಲ್ಲಿ ಅನ್ವಯಿಸಿ ವೃಂದಗತ ಸಮಾಜಕಾರ್ಯಕರ್ತರಾಗಿ ರೂಪುಗೊಳ್ಳುತ್ತಾರೆ, ಈ ರೂಪಗೊಳ್ಳುವ ಪ್ರಕ್ರಿಯೆಯಲ್ಲಿ ಸಮಾಜಕಾರ್ಯ ಪ್ರಶಿಕ್ಷಣಾರ್ಥಿಯು ವೈಯಕ್ತಿಕ ಸ್ವ-ಪರಿಕಲ್ಪನೆಯಿಂದ ವೃತ್ತಿಪರ ಸ್ವ-ಪರಿಕಲ್ಪನೆಗೆ ಪರಿವರ್ತನೆಗೊಳ್ಳಬೇಕಾಗುತ್ತದೆ. ಈ ನಿಟ್ಟಿನಲ್ಲಿ ಪ್ರಸ್ತುತ ವೃಂದಗತ ಸಮಾಜಕಾರ್ಯ ಹೊತ್ತಿಗೆಯು ವೃಂದಗಳೊಡನೆ ಕಾರ್ಯ ನಿರ್ವಹಿಸಲು, ಸಮಾಜಕಾರ್ಯ ಪ್ರಶಿಕ್ಷಣಾರ್ಥಿಗಳಿಗೆ, ವೃತ್ತಿಪರರಿಗೆ ಹಾಗೂ ಅಧ್ಯಾಪಕರುಗಳಿಗೆ ಉತ್ತಮ ಆಕರ ಗ್ರಂಥವಾಗಿ ರೂಪಗೊಳ್ಳುವಲ್ಲಿ ಸಹಕಾರಿಯಾಗಲಿದೆ.

ವೃಂದಗತ ಸಮಾಜಕಾರ್ಯಕ್ಕೆ ಸಂಬಂಧಿಸಿದಂತೆ ಕನ್ನಡದಲ್ಲಿ ಇಷ್ಟು ದೊಡ್ಡ ವ್ಯಾಪ್ತಿಯಲ್ಲಿ ಇಲ್ಲಿಯವರೆಗೆ ಯಾವ ಗ್ರಂಥವೂ ಪ್ರಕಟಣೆಗೊಂಡಿಲ್ಲ. ಈ ಹೊತ್ತಿಗೆ ಸಂಶೋಧನಾತ್ಮಕ ಮತ್ತು ವಿವರಣಾತ್ಮಕ ಆಯಾಮಗಳನ್ನು ಒಳಗೊಂಡಿದೆ. ಈ ಪುಸ್ತಕವು ಸಮಾಜಕಾರ್ಯ ಸ್ನಾತಕ ಮತ್ತು ಸ್ನಾತಕೋತ್ತರ ವಿದ್ಯಾರ್ಥಿಗಳಿಗೆ ಅತ್ಯಂತ ಉಪಯುಕ್ತವಾಗಿದೆ.

Ageing is an inevitable, natural phenomenon. From nearly hundred million in 2011-2012, the estimated sixty-plus population of India will be around three hundred and twenty million in 2050. This phenomenal increase poses many challenges and provides many opportunities depending on the perception and preparedness of the central and state governments. This edited book, a collection of articles, aims at addressing some issues.

The first article discusses the concept of old age. One of the earliest studies was by Marulasiddaiah. Old people of Makunti, published after a long gap, was based on a village study conducted by him more than fifty years ago. His findings are relevant even today. A significant feature is with regard to the partition of the family property. Often the parents, along with the land, house, utensils, ornaments, grains, money, and other trivial things, are also divided. Visweswara Rao’s article on the rural elderly analyses the situation of the older people in Indian villages. He also reviews the relevant policies and programmes.

Devi Prasad, as the title of his article suggests, narrates the struggles of the elderly victims of abuse and neglect in the Indian families. The stories of elder abuse reveal two main angles according to Devi Prasad. One is that the patterns of elder abuse reflect the prevailing negative stereotypes towards the elderly and their roles in the society. The other is how we are explaining the phenomenon of ill-treatment of the elderly in the larger context of socio-economic realities.

The role of traditional medicines as well as the close link between the health of the ageing population and Ayurveda are examined by  Unnikrishnan.  He observes “approach to elderly care should be based on the vision of reinforcing family and community-based care in a locally driven process harnessing locally available resources and knowledge”. Siva Raju outlines the research priorities in the field of aging. He quotes from the Research Agenda on Ageing for the 21st century adopted by the Second World Assembly on Ageing at Madrid 2002 : “There is a need to assess the ‘state of the art’ of existing knowledge, as it varies across countries and regions, and to identify priority gaps in information necessary for policy development”.

Nair has added four articles. In State and the Elderly, he analyses the weaknesses of the existing social security measures. The indifferent attitude of the state towards the elderly has been discussed as seen from the lack of proper implementation of the National Policies since 1999. In the article on Eldercare Services, he suggests community-based services. Life Satisfaction in Old Age is a field study-based article. Mean life satisfaction score of the elderly is found to be low. Life satisfaction score of the urban elderly is double that of the rural elderly. Life satisfaction level is also associated with health status, economic condition, and belief in re-birth. The last article is on issues concerning neglect of the older persons in a society of indifference.

Elder care in India meant homes for the aged till 1979, when Helpage India and the Centre for the Welfare of the Aged (CEWA) pioneered non-institutional services in Madras city. Ajith presents a case study of CEWA and its contribution to a new approach in promoting participatory elder care services which can be replicated in different parts of the country with region-specific adaptations. Nightingales Medical Trust (NMT) in Bengaluru has taken initiative to “take health care to the elderly at their door”. Many family-based health support systems for the senior citizens belonging to different socio-economic groups are initiated by NMT. Of particular significance is the unit for therapy and rehabilitation of patients affected by Dementia and Alzheimer’s disease. KalpanaSampath developed the case study of NMT based on repeated visits and discussions with the important functionaries.
